PLACE: COHASSET TOWN HALL—Board of Health Conference Room 41 HIGHLAND AVENUE, COHASSET, MA 02025 Board Members Present: Public Health Agent: Robin Lawrence, DDS, MPH Chairman, Absent Pam Fahey, MPH Harvey Dickstein, MD,Vice Chair Field Engineer: Lynn Doxey, MPH, Clerk Jason Federico Recording Secretary: Public Health Nurse: Amy Davis Mary Goodwin, RN 7:00 P.M. Meeting called to order 7:02 P.M. 329 Beechwood Street Well Plan Review In attendance for this hearing: Dusty Wheelwright, property owner. Materials used for this agenda: • Application for a well construction permit • Revised proposed potable well permit plan date 3/26/18, dated stamped 3/26/18 Susan Sarni, Cohasset Interim Public Health Director, and Pamela Fahey, the new Cohasset Public Health Agent, reviewed the proposed potable well plans for 329 Beechwood Street. Ms. Fahey went thru the Cohasset Private Well Regulations and the well met all the setbacks for the distance from the Septic System and drainage. Ms. Fahey also noted that the well should be drilled before the septic system installation. MOTION: Lynn Doxey moved to approve the Proposed Potable Well Permit Plan for 329 Beechwood Street dated 6/29/15, revised 3/26/18. SECONDED: Dr. Dickstein VOTED: 2-0 MOTION CARRIED 7:10 P.M. Board to Discuss Bee Regulations Pamela Fahey reported that a resident came to the Board of Health office and wanted to know if the town had any regulations about Bee Keeping.The Town of Cohasset and the State do not have specific regulations about bees. The Massachusetts Beekeepers Association provides information on the Best Management Practices of bee keeping. Ms. Fahey drafted a letter to be sent out to residents that are interested in bee keeping, with recommendations that the Best Management Practices be implemented in the absence of specific regulations in order to minimize the potential conflicts with neighbors. Ms. Doxey and Dr. Dickstein are in agreement to use the letter Ms. Fahey drafted as a form letter for residents interested in keeping bees. 7:17 P.M. 87 Elm Street Pamela Fahey visited 87 Elm Street Apartment D with Bob Egan about a housing complaint. The tenant has been without hot water and heat since mid-February and National Grid was going to shut off electricity for non-payment by landlord.The landlord is in violation of State Housing Code and will be sent a letter by the Board of Health to comply with the state housing code. If the landlord doesn't comply the Board of Health will have to take further action. APPROVED 7:33 P.M. Set Next Meeting Date Tuesday May 29, 2018 at 7:OOP.M. 7:40 P.M Public Health Nurse Report Materials used for this agenda item: Public Health Nurse March 2018 Reports (See attached). The Public Health Nurse reviewed the report for the Board. 7:44 P.M. Chairpersons Report- None Dr. Lawrence was absent 7:45 P.M. Public Health Agent Report Materials used for this agenda item: Public Health Agent April 2018 report (see attached) Pam Fahey reviewed all items in her report. • Food: A resident complained of becoming sick after eating at Atlantica Restaurant. A food inspection was performed; some violations were observed. An inspection report was given to the food manager. No other complaints were received so it was concluded that the illness was isolated and not attributable to the restaurant. Ms. Fahey also performed several food inspections and reviewed permits for the Farmers Market that will begin Saturday May 19t" on the common. • Pools: Ms. Fahey attended a pool certification course and received a Certified Pool Operator certification. Once the pools start opening for the season she will start performing pool inspections. The Red Lion inn has some violations from last year that need to be addressed before opening for the season. • General/Training: Ms. Fahey also attended a hoarding behavior seminar in Hingham and a Massachusetts Health Officers Association (MHOA) spring seminar. The MHOA went over updates on camp regulations, housing inspections, and beach updates. • Private Well: A Potable well that was drilled at 240 Cedar Street is showing concentrates of iron and manganese that exceed the drinking water standards. A treatment system may need to be installed or the property owner may hook up to public water.The engineer will attend the next Board of Health meeting on May 29t" at 7:00 to review the alternatives.
