PLACE: COHASSET TOWN HALL—Board of Health Conference Room 41 HIGHLAND AVENUE, COHASSET, MA 02025 Board Members Present: Public Health Nurse: Robin Lawrence, DDS, MPH Chairman, Absent Mary Goodwin, RN Harvey Dickstein, MD,Vice Chair Field Engineer: Lynn Doxey, MPH, Clerk Jason Federico Recording Secretary: Amy Davis 7:08 P.M. Meeting called to order 7:10 P.M. 126- 128 Forest Avenue New Septic System &Well Plan review In attendance for this hearing: John Cavanaro, Civil Engineer, Cavanaro Consulting, Roger Pompeo, property owner. Material used for this agenda: • Application for a Disposal System Construction Permit dated 2/18/18, date stamped: 2/28/18 • Form 11 soil evaluation form TP-601 thru TP-604 dated 9/24/12 &TP-501 thru TP-506 • Form 12 Percolation Test TP-501,TP-503,TP-504,TP-601,&TP-604 all dated 8/30/12 • Application for Well Permit Application • Revised Subsurface Sewage Disposal System and Potable Well Permit Plan dated 3/9/18, date stamped: 3/21/18 John Cavanaro reviewed the sewage disposal system and potable well permit plans for 126-128 Forest Avenue for the board. The property came in front of the board a few years ago it has two form A lots comprised of one piece of land. Lot 1 is 2.5 Acres and lot 2 is 7 acres.There are a total of 8 to 9 acres with a common driveway easement that occupies the properties that go out to Forest Ave. The previous submittal that was brought to the board had two individual septic systems one for each lot. This plan was approved with the condition that Dr. Pompeo conducted another test pit within the primary area. Dr. Pompeo reevaluated the whole project starting with the wetland edge around the property.The Lots were within the 50ft no touch zone from conservation.Things were tight with two dwellings,two septic systems, and two lots. Dr. Pompeo is proposing to do one lot, one dwelling, one septic system, and one well.Jason Federico asked if Dr. Pompeo will file the property as one lot with the registry. Mr. Cavanaro mentioned that he would take it up with the accessor's office.The well will be sited in the easterly corner of the lot. It has two buffer zones a 50ft buffer zone and a 100 ft. buffer zone to drainage and to other wells and septic systems. Primary area is not within any of those buffer zones and the reserve area is well within the allowable test pits.The Septic System is for a new 4 bedroom dwelling with a 1500 gallon tank, D-box, and gravity system with no pumps. Mr.Cavanaro stated the plans need to go to Conservation Commission next week. APPROVED MOTION BY: Lynn Doxey motioned to approve the proposed subsurface sewage disposal system design and potable well permit plan at 126-128 Forest Avenue dated 2/27/158 revised on 3/9/18. With the following condition. • The well is to be installed prior to the septic disposal system installation SECONDED BY: Dr. Harvey Dickstein VOTED: 2-0 MOTION CARRIES 7:20 PM Jason Federico,Town of Cohasset Field Engineer,wanted some clarification from the board about the regulations on nitrogen sensitive areas. The map he has on nitrogen sensitive areas includes adjacent wetlands. Mr. Federico has and engineer that believes it should be the stream beds and the adjacent wetlands. The board will review the information on the regulations on nitrogen areas and follow up with Mr. Federico. 7:22 PM Start School Later Cohasset Discussion In Attendance for the hearing: Maura Sharry Materials used for this agenda: Supporting documents Maura Sharry introduced herself to the board. Mrs.Sharry is the cochairman of Start School Later Cohasset. Start School Later feels that it's a health issue for older kids to have to wake up too early for school.The list of people that made this declaration are CDC, American Pediatrics Society, American Medical Association, and Physiological Association. Cohasset is one of the last schools in the area to join Start School Later neighboring towns have already switched to new starting times. Mrs. Sharry feels school should not start before 8:30 and stated the superintendent is for the change and agrees with the data. The proposed time change would have the younger kids, Osgood & Deer Hill Schools waking up earlier and starting at the same time. The students would be bused to school together. The Middle & High School would start later these kids already ride the bus together. A concern the board had was having the Osgood students riding the bus with Deer Hill students in regard to the age difference and how so many students would fit on the buses at one time. Mrs. Sharry mentioned that we are getting more buses so it will make a difference in moving forward, whatever it takes it has to be done. Cohasset teachers contracts lists the exact time of their work day compared to other towns which could make the proposed changes a little more difficult.The discussion revolved around to the board members writing an article in the local newspaper regarding Start School Later Cohasset. Additional information is on their Facebook page Start School Later Cohasset. The board took Start School Later Cohasset under advisement until Dr. Lawrence is available to be included in the vote at the next Board of Health meeting in April. The Board would like to review the literature that Mrs. Sharry gave them. 7:35 P.M. Approved the Warrant—Members signed the Warrant MOTION BY: Lynn Doxey to approve the 2/14/18 to 3/20/18 warrant SECOND BY: Dr. Dickstein VOTE: 2-0 MOTION CARRIED APPROVED 7:38 P.M.
