Meeting called to order 7:05P.M. 308-310 KING STREET NEW SEPTIC PLAN REVIEW In attendance for this hearing:Jeff Hassett, Civil Engineer, Morse Engineering, Paul Davis, property owner, abutters that were present Laurie Hamilton 298 King St., Betty Cisneros 312 King St.,and Michelle&Michael Hubley of 318 King St. Material used for this agenda • Application for Disposal System Construction Permit dated 12/21/17, date stamped: 12/22/17 • Form 12 Percolation Test, dated 10/17/17 & 11/14/17, date stamped: 10/31/17 & 12/15/17 • 41 Title V soil analysis, TP-1 thru TP-15 dated 10/17/17&TP-16 thru TP-41 dated 11/14/17, both dated stamped: 12/22/17 • Revised Septic System Plans, prepared by Morse Engineering,dated 1/22/18,date stamped: 1/22/18 The property plan is made up of 4 lots that were created in 1932.41 test pits were tested between October and November 2017. The soil was a sand, silt, and gravel mix. DEP soil maps it as a B soil. Offsite test pits showed some perc tests that passed, a few with a slower rate of drainage, and some perc tests that failed. The proposed plans are for four 4 bedroom houses. Each with its own 1500 gallon septic tank that drains downhill to the back of the properties into a shared leaching field. The system would have an operations and maintenance contract to be pumped and inspected every 3 years. Mr. Hassett also mentioned that the property has to get permitting from the Planning Board and Conservation Committee before starting the new septic system.Abutting neighbors had some concerns with the loads of dirt that have been brought in on the weekends and that there is already 2 feet of fill spread throughout the property before any plans have been permitted. Abutters had questions about Mr. Davis currently working from 7 am to 5 pm on Saturday and Sundays.The abutters would like to know if this will be the hours moving forward. Also there are concerns with what type of buffers would be used on the property lines, what type of traffic will there be with all the big trucks coming and going. Mrs. Hamilton mentioned it gets very wet where they are placing the leaching field and how would that affect the abutters property. Mr. Davis said he would commit to not working on the Septic Systems on the weekends. Mr. Hassett and Mr. Davis will discuss what type of buffers they would use with the Conservation Committee and that there will be enough parking on site for the trucks to park. Dr. Lawrence encouraged all concerned abutters to go to every meeting concerning 308-310 King Street. A notice should be sent to all the abutters from every board. APPROVED MOTION BY: Dr. Dickstein moved to approve the proposed shared New Septic System at 308-310 King Street(Lots 1-4)dated 12/21/17 and revised on 1/22/18. Subject to inclusion in the plan of minor notes: • Need to show all nitrogen sensitive areas within 400ft. on the plan • Revise note saying 24 inches to C horizon to 28 inches to C horizon • All sources of contamination within 500 Ft. need to be shown on all plans SECONDED BY: Dr. Lawrence VOTED: 2-0 MOTION CARRIES 8:00 P.M. 341 South Main Street New Septic Disposal Plan Review In attendance to represent this agenda item:Jeff Hassett, Civil Engineer, Morse Engineering Material used for this agenda: • Applications for Disposal System Construction Permit dated 1/2/18, date stamped 1/3/18 • Form 12 Percolation Test Dated 10/14/15, date stamped: 10/29/15 • Septic &Storm Water Design Plan ,designed by Morse Engineering, dated 1/2/18, date stamped 1/3/18 Morse Engineering is proposing a new septic design for a new single family 4 bedroom home. Jeff Hassett reviewed the new septic design plan. The system would be a 1500 gallon septic tank, distribution box, 4 of 7 infiltrator Arc 36 chambers,and gravity flow. Mr. Hassett mentioned the property has good soil. Perc tests were performed in 2015. Conservation has already approved the storm water permit. MOTION BY: Dr. Lawrence moved to approve the proposed new septic system at 341 South Main Street dated 1/2/18 with the following conditions: • All sources of contamination within 500 feet are shown on plans • Need to show all nitrogen sensitive areas within 400ft on plan SECONDED BY: Dr. Dickstein VOTE: 2-0 MOTION CARRIED 8:10 P.M. 640 Chief Justice Cushing Highway Lot 1 Septic System Repair Plan In attendance to represent this agenda item: Jeff Hassett, Civil Engineer, Morse Engineering Material used for this agenda item: • Application for Disposal System Construction Permits for lot 1 • Septic System Repair Plan, designed by Morse Engineer, dated 11/16/17, date stamped 1/3/18 Currently there is a 4 bedroom single family dwelling on the property. Morse Engineering is proposing a septic system repair. Mr. Hassett reviewed the plans stating that the current system would be removed and replaced with a 1500 gallon septic tank, distribution box, and leaching field consisting of infiltrator Arc 36 leaching chamber.There will be minor grading. Perc test were good and the system would be far away from the wet lands. MOTION BY: Dr. Dickstein moved to approve the septic system repair plan for 640 CJC Highway Lot 1 dated 11/16/17 with a local upgrade request to allow a separation reduction between ESHGW and the bottom of the SAS from 4' (required)to 3'( proposed). SECONDED BY: Dr. Lawrence VOTE: 2-0 MOTION CARRIED APPROVED 8:20 P.M. 640 Chief Justice Cushing Highway Lot 2 Septic System &Storm Water Design Plan In attendance to represent this agenda item:Jeff Hassett, Civil Engineer, Morse Engineering Material used for this agenda: • Application for Disposal System Construction Permit dated 11/16/17, date stamped 1/3/18 • Form 12 Percolation Test TP-4 thru TP-7 dated 10/31/17, date stamped 1/3/18 • Septic System Design Plan dated 11/16/17, date stamped 1/3/18 Lot 2 is the middle lot. Morse Engineering is proposing a new septic system for a new 4 bedroom dwelling. Sandy loam will be brought in to bring up the grade level. The septic system from lot 1 is partially on Lot 2 where the new system will go.The old system will be removed and replaced with a new 1500 gallon septic tank, distribution box, and leaching field consisting of an infiltrator Arc 36 leaching chamber. Stormwater permit has been approved by the Conservation Commission. MOTION BY: Dr. Lawrence motioned to approve New Septic System Design Plan for 640 CJC Highway LOT 2 dated 11/16/17 SECONDED BY: Dr. Dickstein VOTE: 2-0 MOTION CARRIED 8:30 P.M. 640 Chief Justice Cushing Highway Lot 3 Septic System &Storm Water Design Plan In attendance to represent this agenda item:Jeff Hassett,Civil engineer, Morse Engineering Material used for this agenda: • Application for Disposal System Permit dated 11/16/17, date stamped 1/3/18 • Form 12 Percolation Test TP-1 thru TP-3 dated 8/17/17, date stamped 1/3/18 • Septic System Design Plan dated 11/16/17, date stamped 1/3/18 Lot 3 had the best perc rate. Morse Engineering is proposing a new septic system for a new 4 bedroom dwelling. The system would be in the front yard. All setbacks to wetlands, property lines, and other structures were met. Stormwater permit has been approved by the Conservation Commission.
