PLACE: COHASSET TOWN HALL—Board of Health Office 41 HIGHLAND AVENUE, COHASSET, MA 02025 Board Members Present: Public Health Nurse: Robin Lawrence, DDS, MPH Chairman Mary Goodwin, RN Harvey Dickstein, MD,Vice Chair Recording Secretary: Lynn Doxey, MPH, Clerk Amy Davis 7:00 P.M. Paula Linhares, Town Treasurer, to discuss proposed changes to the Title V: Community Septic Program. Ms. Linhares explained that when a residents septic system fails, the homeowner needs to get the system fixed either by connecting to sewer or by repairing/replacing the system.The Town offers a Community Septic Loan Program to homeowners that may not have the money or the means to get financing on their own.This program is provided through the Department of Environmental Protection. Old Colony Planning Council, located in Brockton, administers the program for the Town. The Town apportions the amount to the property taxes over a 20 year period for sewage and septic systems. Payments are with your 3rd&41h real estate bills and will be listed as a betterment assessment.Currently the cost to the resident is the application fee and 2% interest on the loan amount. The state does not charge the town a percent at this time. The funds have been depleted and the town would like to ask for more money for the program. Going forward the state will now be charging the town 2% to borrow additional funds in return the town would have to make some changes to the loan program. The proposed changes to the program are as follows: Application Fees Remain the same Septic repair/replacement 5%to be paid back over 20 years Sewer connection 5%to be paid back over 10 years Pre- Payment Penalty Penalty added as per charts below If the betterment is paid off within the first five years a pre-payment penalty will apply in order to reimburse the town for the interest paid.The pre-payment penalty schedule would be as follows: SEPTIC PRE-PAYMENT PENATLY Within 1st year of original agreement 18%of outstanding balance Within 2r'1 year of original agreement 15%of outstanding balance Within 3rd year of original agreement 12%of outstanding balance Within 4th year of original agreement 9%of outstanding balance Within 5th year of original agreement 6%of outstanding balance After 5th year of original agreement 0%of outstanding balance SEWAGE PRE-PAYMENT PENALTY Within 1st year of original agreement 12%of outstanding balance Within 2n1 year of original agreement 9%of outstanding balance Within 3rd year of original agreement 6%of outstanding balance After 3rd year of original agreement 0%of outstanding balance APPROVED 7:35 P.M. Set Next Meeting Date Tuesday February 13, 2018 at 7:OOP.M. 7:40 P.M Public Health Nurse Report Materials used for this agenda item: Public Health Nurse December 2017 Reports (See attached). The Public Health Nurse reviewed the report for the Board. Ms. Goodwin also reported that 500 doses of flu vaccinations have been used and would be ordering 20 more doses. Ms. Goodwin will increase the order by 100 next year. The school did not order any vaccinations this year due to a business decision to cut back on costs. Mr. Lawrence agreed that teachers should be vaccinated they are more likely to be exposed to the flu. 7:45 P.M. Chairpersons Report Dr. Lawrence reported that he received a phone call from the Red Lion Inn about some pipes that froze and requested a Health Agent to come to the premises. When Dr. Lawrence arrived Bob Egan, The Building Inspector,was already at the Red Lion. A person staying at the inn left the sliding glass door open in a room. The pipes burst and the water leaked into the kitchen causing water on the floor. Master Pro was called to clean up the water.The refrigeration was not affected.
