PLACE: COHASSET TOWN HALL—BASEMENT MEETING ROOM 41 HIGHLAND AVENUE, COHASSET, MA 02025 Board Members Present: Robin Lawrence, Chairman Harvey, Dickstein, Vice Chair Lynn Doxey, Clerk Director of Public Health: Susan Sarni Public Health Nurse: Mary Goodwin Not Present, Recording Secretary: Chrissie Dahlstrom 7:00 PM — Chairman Lawrence called the meeting to order. 7:01 PM —APPROVE THE MEETING MINUTES FROM FEBRUARY 28, 2017 MOTION: By Mr. Dickstein to Approve the Meeting Minutes from February 28, 2017 SECOND: Chairman Lawrence VOTE: 3—0 MOTION CARRIES 7:05 PM —SIGN THE WARRANT All members reviewed and signed the warrant. 7:07 PM —SET THE NEXT MEETING DATE All Board members except Chairman Lawrence agreed to meet again on Tuesday, April 25, 2017. 7:10 PM — PUBLIC HEALTH NURSE REPORT Total Nursing Visits = 65 Home visits— 1 Office visits—64 Communicable Disease Report: 0 Keep Well Clinics: Harborview: 4 Clients Community Outreach/Meetings: 2/16/17 Attended Mass. Assoc. of Public Health Nurses monthly regional meeting in Randolph — presentation by Mass. DPH re: updates to MAVEN. Ongoing conference planning—conference scheduled for May 3-4 in Hull. 3/26/17 Coordinated and planned for the Cohasset Health and Recreation Fair that was held on March 26th at Deer Hill School. More than 500 people attended. Dana Farber screened 39 people and educated Board of Health Meeting FINAL 2 of 3 March 28,2017 53 people and did have some findings. The Health Fair was very successful. Dr. Lawrence suggested we review the vendors State licenses next year to be sure they are current. 7:15 PM—CHAIRPERSON'S REPORT Dr. Lawrence did attend and participate in the Health Fair and examined 15 patients; they did not find any oral cancer in any patients. 7:16 PM— HEALTH DIRECTOR REPORT Curtis Plaza, 790 CJC Hwy: Keypoint Management Company has repaired the pipe in the floor of Kennedy Brothers Physical Therapy, located at the south end of the mall. Today the KMC will image the lines to determine the flow in the repair area and any other problems. Dunkin Donuts/ Fiore Gulf 740 CJC Hwy: Ms. Sarni is waiting on revisions of the current plans, as she would like the existing septic system replaced. Ray Willis of OnSite Engineering proposed to reuse the existing tank but due to the age of the system she would like it replaced. Ms. Sarni expects to have those revisions this week and will approve as soon as possible. Fiori Gulf continues to pump weekly as preventative maintenance. Animal Permits: Ms. Sarni has received many animal permits since the initial mailing in December. The Board should decide if the abutters should be notified. These residents have had these animals for many years without a hearing. The Board would like to review the current regulations and discuss next month. 43 Mill Lane— Morse Engineering—Expansion of Use Homeowner, Eric Seuss requested to be on the agenda next month. Jeff Hasset was not at the meeting to present the plans. The home is currently a 2 bedroom and would like to have the plan approved for a 5 bedroom home. 7:17 PM HOLLY HILL FARMS: State food code variance request Cindy Prentice, Educational Director Jean White, Holly Hill Farm Owner Jon Belber, Farmer & Educational Director Ms. Prentice, stated that over the years the farm has had a farm camp, workshops and customers that have served food prepared by the children. HHF also has prepared large vats of soup to be served to the people and now understand this cannot continue. HHF is not able to have a certified kitchen at the farm where three farmers live in the dwelling, because it is not a clean environment. HHF would like to keep people safe and have a mobile kitchen. HHF found a food truck in pristine condition from Duxbury that was used to make Pad Thai. HHF will use the food truck and which will be plugged into the Tomato Barn. The truck has a refrigerator unit, three bay sinks, a hand wash sink, and prep areas with storage for the prepped food. HHF will add an oven and grill inside the unit with a vent fan. Meats will not be cooked;just vegetables. Board of Health Meeting FINAL 3 of 3 March 28,2017 The Farm House is not compliant. There is no funding for a new kitchen; a dishwasher will be added if required. HHF would like to feed kids at the farm with a licensed nutritionist on site. The truck will be stationary this year, 2017. HHF needs to learn how to use the truck first without moving the truck. Town water, Town Sewer, bathroom for staff and porta potties are on site. Ms. Doxey stated that they have kids cooking classes currently. Mr. Belber said at last summer's program a table was set up, tent and kids washed veggies and prepared foods under the watch of teachers. All veggies were made in a pop-up tent such as beet velvet cake made on a camp propane stove. Dr. Lawrence asked about moving products from farm field to mobile truck. HHF would use the truck to prepare and cook. The dishwasher would be used to sanitize all the larger items. Where would the water be held to wash the vegetables? Potable water would be held in a 10 gallon truck and the grey water will be used to water plants. Ms. Doxey asked; what is the violation? Ms. Sarni stated there is not a current food permit to be cooking food for the children at Holly Hill Farms. The Massachusetts General Law requires a commissary kitchen or a commercial kitchen tied to the mobile food truck. Ms. Sarni, has called the State to verify the need for a permit. Ms. Sarni stated that all mobile food trucks need a permitted kitchen to be linked to the truck. The water supply was also discussed and who will be allowed in the truck. Children should not be allowed inside the mobile food truck per food code. Dr. Lawrence suggested a site visit. Ms. Sarni will put together an email for the week of April 10th to conduct a site visit. Dr. Lawrence stated this issue will be continued; and the BoH needs to protect the health of the public. Ms. Prentice said that they are about good health. Mr. Dickstein would like to see the Massachusetts General Law to review. MOTION: By Dr. Lawrence to Continue to next meeting.
