COHASSET BOARD OF HEALTH MINUTES

7:02 PM—Chairman Lawrence called the meeting to order.
7:03 PM - 33 TOWER LANE—WELL DRILLER VIOLATION
In attendance for this hearing: Brendan Sullivan, Cavanaro Consulting; Malcolm Nicholls of 33 Tower
Lane; Garth DuBois, Well Driller
Five years ago there was a fire at 33 Tower Lane. An application was submitted and in mid-December
comments from Ms. Sarni to Mr. Cavanaro were made. The permit was not issued because all the
abutters had not received the letter of notification. The Geothermal Well was installed by Mr. DuBois.
He received an email to install the well on December 27, 2016 and then another asking if he could
instead install the well on December 29, 2016 from Achievable Renewable, LLC. Mr. DuBois didn't call to
verify the installation. Mr. Sullivan and Mr. Nicholls also assumed the plan was approved and ok to
install the well on December 27, 2016.
The Board recognized this was not done intentionally and next time a well dug without a permit, a fine
will be imposed. Ms. Sarni will send a letter to Achievable Renewable, LLC letting them know next time
there will be a fine.
7:15 PM— 138 ATLANTIC AVENUE—VARIANCE FOR IRRIGATION WELL
In attendance for this hearing: Jeff Hassett, Morse Engineering; Marah Curtis of 138 Atlantic Avenue
Mr. Hassett is requesting a variance to install irrigation well at 138 Atlantic Avenue. The lot is 1.6 acres
and currently has a detached 3-car garage. The property owner would like a variance to place the
irrigation well in the rear of the property and the variance would be for the 52' distance to the wetland
(the regulation states the well cannot be closer than 100'). He stated the well would be placed on a
perch in the rear and drilled 100'. Mr. Hassett stated the perch is high enough the water used from the
well would not affect the wetland 52' away.
The homeowners have done renovation work to their home and when they were getting their Storm
Water Permit and Notice of Intent through the Conservation Commission they included the second
phase of their construction, which includes razing the current garage and constructing an attached
garage, which involves reconfiguring the driveway. The Curtis' are not absolutely sure they will move the
garage and reconfigure the driveway.

Ms. Sarni proposed two other locations where the well could be installed that complies with the
setbacks and would not require a variance. The first one is in the current driveway, which would not be
in the driveway if the Curtis' decided to move forward with the new garage and reconfiguration of the
driveway. The second location is to the left of the existing driveway. There is concern the well drillers
will not be able to access that area.
The Board would like the home owners to exhaust all possibilities before requesting a variance. It was
suggested that additional well drillers be called to look at the site to see if a well is possible to the left of
the driveway and have their opinions in writing. If it is not possible to place a well to the left of the
driveway, they should come back to the Board in March with their written information.
7: 33 PM — REVISING THE DUMPSTER REGULATIONS
The Cohasset Dumpster Regulations are from 1985 and Ms. Sarni would like to add definitions to the
regulations. She would like to see more defined dumpster regulations for food establishments.

All Board members agreed to meet again on March 28, 2017.
7:35 PM— PUBLIC HEALTH NURSE REPORT
Total nursing visits in January 2017 was 86
• 5 Home visits
• 81 Office visits
Total communicable diseases: 1, Giardia
Keep Well Clinics:
• 8 clients at Harborview
Community Outreach/Meetings:
• 1/11/17 Cohasset Cares—3 home visits made with Captain Forde from the Cohasset Fire
Department. Safety and risk evaluation done.
• 1/17/17 Advisory board of the "Equal Access for All"' committee meeting held at the Paul Pratt
Library. Discussed the recent survey results from residents, creation of the Coding Club and ways
to improve access to the library with a concentration on children with Autism.
• 1/18/17 VAERS Report (Vaccine Adverse Event Reporting System) filed with the CDC.

• 1/19/17 MAPHN (Massachusetts Association of Public Health Nurses) Chapter meeting held in
Needham—topic— Domestic Violence and Sexual Assault training.
• 1/24/17 Cohasset Wellness Committee meeting held at Cohasset town hall. Discussed future
wellness programs for town employees.
• 1/31/17 Attended presentation at Cohasset Elder Affairs titled —Assistive hearing devices
presented by the Mass. Commission for the Deaf and Hard of Hearing.
Ms. Goodwin has high expectations for the Health and Recreation Fair on March 26, 2017 at Deer Hill
School.
7:45 PM—CHAIRPERSON'S REPORT
The Sewer Meeting with Scituate, Hull and Hingham regarding Chief Justice Cushing Highway has been
postponed.
7:50 PM - DIRECTOR OF PUBLIC HEALTH REPORT
790 Chief Justice Cushing Highway, Curtis Plaza:
On February 22, 2017 effluent backed up into two businesses for the third time since October 6, 2016.
Ms. Sarni issued an order to increase the jetting/cleaning of the lines under the floor from once a month
to twice a month. The order required the owners to provide a plan within 30 days of repair of the three
sags located in the septic lines under the floor of Shoe Market Kids and My Gym. The sags are 10 feet in
total length and cause % to 1 inch of sewage collection in the low points according to the engineer,
Onsite Engineering, Inc. The result of the sag is solids and non-dispersible product become trapped in
the sag and over time this causes backups to occur. Ms. Sarni contacted the Building Inspector, Bob
Egan, to let him know this may also require a plumbing order/permit.
Red Lion Inn:
Ms. Sarni is working with the General Manager, Michael Wharton to begin permitting the outdoor pool
and bakery located on the property.
Holly Hill Farms:
Ms. Sarni is working with Holly Hill Farms to permit a mobile food truck. The permit will require a
variance from the Board since the applicant does not have a brick and mortar building linked to the
mobile food truck. The State requires all food trucks to have a building establishment linked to the
mobile food truck for the purpose of water, bathrooms, sanitizing equipment and storing excess food. A
variance will not be issued without a public hearing.
