COHASSET BOARD OF HEALTH MINUTES

7:00 PM — Chairman Lawrence called the meeting to order.
7:03 P.M. - 19 Locust Road: Septic Design Plan, Expansion of Use— Morse Engineering
In attendance for this meeting: Greg Morse, Morse Engineering
Mr. Morse explained the dwelling at 19 Locust Road will be up for sale soon and the current 3 bedroom
septic system failed Title 5 inspection. The property owners would like to install a four bedroom septic
system for a possible additional bedroom in the future.
Mr. Spath witnessed the perc tests with four test pits in the front yard. Morse Engineering designed the
four bedroom septic system consisting of a 1500 gallon septic tank with a Zabel Filter, pump chamber
and leaching system using ADS Arc 36 backfilled with sand. There is a rubber membrane on soil
absorption system to accommodate the slope on the south side of the yard.
Currently there is a cesspool in the back yard.
Mr. Morse is not asking for any variances or local upgrade approvals since the system meets the
standards for expansion of use. Ms. Sarni had a few minor comments that have been addressed. The
abutters were notified of this meeting.

• 11/15/2016 Emergency Management Team Meeting held at Deer Hill School
• 11/17/2016 Mass. Association of Public Health Nurse's monthly meeting held in Hull to begin
conference planning which is scheduled for May 3-4, 2017, this year's theme is "Opioid Crisis"
• 11/29/2016 Cohasset Cares Program —two home visits made with Captain Forde of the Cohasset
Fire Department

7:45 P.M.—Chairperson's Report
Glove Up is a new gym and Chairman Lawrence would like to know if there is an AED on site. Ms. Sarni
will follow up.
The DEP issued a Post Closure Permit for the solar project. The Planning Board is waiting for plans before
the construction can start.

7:50 P.M.- Director of Public Health Report
Ms. Sarni mailed out seven letters to residents regarding animal permits and received responses from
two. She is mailing another round of letters in an attempt to be in compliance with the Animal
Regulations.
All food establishments are permitted for 2017. There are a few ServSafe and Allergy Awareness
certificates that are due to the BOH. A portion of a Servsafe class that was held at the Lightkeepers
House was paid from a grant. Only 15 out of 35 passed the exam and the participants that failed are
retaking the class without the help of the towns grant. If the food establishment is Risk 3 or higher, two
ServSafe and two Allegen Awareness certificates are required.
The Board of Health was invited to the Sewer meeting on Tuesday, January 17, 2017 to discuss the
sewer expansion on Chief Justice Cushing Highway. If sewer was installed on Chief Justice Cushing
Highway the waste would have more grease and fats due to the businesses along that road, which would
require different treatment for waste breakdown at the wastewater treatment plant.
Simply Smith on Pleasant Street needs a hood in their kitchen, a requirement by the fire department,
and the BOH cannot issue a food permit until they comply with the fire department.
A letter was received regarding 790 Chief Justice Cushing Highway from Onsite Engineering. There is a
sag in the pipe that runs from Shoe Market Kids to the septic system and the floor would have to be
jackhammered to access the pipe. Onsite Engineering will have the pipe cleaned and snaked monthly.
We will revisit this issue in the spring of 2017.
