Varney Minutes of the Cohasset Board of Water Commissioners September 26, 2013 Members Present: Peter DeCaprio, Chairman Leonora Jenkins, Clerk Daniel Varney Recording Secretary: Brenda Douglas Guests Present: Paul Roux and Carl Hillstrom of Woodard & Curran, Brian Joyce Project Manager Town of Cohasset, Will Greer&Deven Varney Motion made by Lee seconded by Dan to call the meeting to order at 6:00 pm. Motion made by Lee to approve minutes from the June 27, 2013 meeting this was 2nd by Dan all in favor. Motion made by Lee to approve the July 9, 2013, August 14, 2013, September 16, 2013 and September 26, 2013- warrants this was 2nd by Peter all in favor. Ledgewood to S. Main Street Loop— Carl Hillstrom, Brendan Stone, Glenn Pratt& Brian Joyce walked the site. Looks like the easements have been paid for. There is a 12 " sleeve in place under train tracks and 8"pipe within that and a valve on either side. It was designed as a 10"pipe but Carl states the plans he has found are 8". Paul stated we need to verify that the line is capped or valves are on either side. Paul then gave the board a rough cost estimate for the completion of the project. Estimate was $569,805.25 a copy is enclosed. Paul suggested that borings should be done to alleviate any surprises. If this does go thru this would help with water aging. Peter stated that he would get the numbers from Michael Milanoski. Peter then wanted a time frame and Paul said that it would take 3-5 months. On the design portion of the project Brian wanted to make sure that there was a hydrant. Carl stated the maps that he saw show 2 hydrants. There was then a discussion about looping the golf course but the problem is that the town is planning on paving Cedar Street. Brian said that they were paving around the tank. Lee wanted to know what is going on with Ellms Meadow in regard to the previously discussed cleanup. Brian stated that the DPW would be trimming back. Lee suggested putting up some sort of fencing as the area residents are still dumping yard debris there. Brian also asked if the board wanted to put up milfoil signs. The board did not seem interested they thought that it was too far gone at this point. Abatements Judith A. Murray— 14513order Street - Denied Edward & Suzanne Wadsworth—24 Joy Place—Approved for$300.00 abatement. Peter wanted to know why there was so much sludge produced. The explanation revolved around the weather related conditions state and this year t was reported by MPS that there was a 30% increase. Paul expected construction to begin processing sludge in spring. Paul wanted to point out that we will need a new bag in spring. Operations—Woodard & Curran TTHM's- Paul reported thatfor the last several tests the numbers were high, which is not good.. Peter wanted to know why since the bleeders were in place. Paul stated that not all were up and running and with the condition of Lily Pond it is an organic issue. When W&C tried the aeration system the pH spiked. Woodard& Curran is looking at next Tuesday for the cleaning out the well in pump room. Paul also stated that he is looking at redesigning the permanganate feed system. Paul doesn't feel that any mixing is going on with it. He is also looking at changing the lime into raw water injection as well. This should improve chemical mixing should also help with betting organic removal leaving the plant. Paul stated that 40% of the organics come from Peppermint Brook per the limnology report which was done approx.. 12 years ago. Paul felt that it could be lawn care. Lee asked about the septic systems and Paul stated that that could add to the problem. Paul submitted a report that the bleeders are not making much of a difference. They were looking at lowering the tank. This fall flushing program will be a true unidirectional flushing. Organics are keeping the HAA high as well as having to keep the chlorine level high. Paul is hoping to see improvement using TOC labs with the aeration. Paul explained with the water temperature decreasing the TOC levels are also lowering but are still high. Paul stated the level of the pond on average is only 8' deep. Peter asked if they should be looking at dredging the pond. Paul stated that in the limnology report back 11-12 years ago it was suggested. If the aeration does not work you would be looking at a chlorine dioxide. Ozone would take care of manganese. You are adding ammonia and chlorine and it tricks the organics. This is a proven method. Paul stated that would be the least expensive way. Peter stated that if the department was to change to ozone is would be a 5 million dollar project but Paul stated it is the Cadillac of processing the TTHM's as well as organics. Peter then wanted Paul to reiterate what the next steps were going to be. Paul stated on Tuesday the lime was going to be cleaned out of the well in the pump room. On Wednesday the aeration system in the pond was going to be turned on. Then on Thursday TOC samples would be taken and the department should have the results with a day or two. Peter wanted to how much do we have to drop the TTHM's Carl & Paul said they don't know what the TOC has to be but it has not been looked at yet not sure if 3,4 or 5. Peter stated that we should at least get a plan in place for the Chloramines since this is the cheapest way to go to an emergency step if they had to. Paul then wanted to speak with the board about revising the current contract with the town to add a full time distribution person. Peter told the other board members that he and Paul had conversations regarding this and that he was in favor of it. Paul explained that both Billy & Barry are both part time. Brendan Stone is expecting a baby and at some point would be taking vacation. Paul stated that he had someone in mind with a distribution and grade 1 operator license. This would be an addendum to the contract of $76,000 to cover the additional costs. Paul explained that it wouldn't really be a new 40 hrs added to the contract because he would take 10 hours of Barry's time and use him at Linden Ponds on the W&C payroll. Paul stated that the new distribution person could be here the P week in October. Peter made a motion to agree to another full time dist. person with the agreement from Town Manager. Lee restated the motion to indicate that the new person will not be full time but rather 30 hours to reflect Barry's 10 hours that are to be transferred to Linden Ponds as per Paul's statement. All in favor. Paul nominated Bruce Meehan for an award with MWWA, Massachusetts Water Works Association. Peter asked if it was a group of people getting the award or just Bruce. Paul explained that Bruce would receive the award alone in the category. Peter asked for something to be put in the local paper. Commissioners Comments Lee attended the quarterly Interconnection meeting with Carl that was held at Linden Ponds. Also in attendance was John Amonte from Linden Ponds and Blake Lucas from Aquarion. She reported that Linden Ponds currently has 988 units occupied with 1200 residents that represents occupancy in the low 90% and 128 of their 132 Rehab beds filled. At this time they do not plan on expanding in the near future, originally when the interconnection was planned Linden Ponds was expecting to build 2000 units. There will be a meeting Tuesday, October 1 st at the Cohasset plant with Aquarion and Linden Ponds. Brenda was asked to post meeting. Peter stated that he was approached by the people taking over the James Lane project. They are requesting for them not to have to do the loop from James Lane to Pleasant Street. Peter stated that the attorney said there would be no underground parking. Lee stated that there still would have to be blasting just for the base of the home. Lee had concerns for the entire project and the effects on the well fields. Peter then went back to the subject of TTHM's Paul stated they will sample next Thursday and ask for a quick turn around and hopefully get the report Friday or the following next Monday. Lee wanted to know when Ellms Meadow should be shut down. They will run until the first freeze. Woodard & Curran is hoping to stay running until mid-November. Part of the new sampling for THM's per the DEP states when that is. So if we can push Ellms Meadow to that point that would be 20% of the demand coming out of the meadow that may help the numbers. Murray The time periods reflect six consecutive months, four of which the house was vacant (I was in Florida from December 29, 2012 through May 1, 2013 and no one else resides at the home). When I returned from Florida in May, I received the first water bill for$2,835.77. I immediately called the Water Department given that the bill was drastically higher than any prior bill. Brenda agreed that something was not right and mentioned that she had tried to reach me via telephone in April when she viewed my most recent water reading and realized it was so much higher than prior readings. Unfortunately, my voicemail was full and she was unable to leave a message so I remained unaware of the issue until receipt of the bill in May. As a result of my phone call in early May, Brendan came to my home on May 17 to inspect my water meter. Although things looked "fine" in his opinion, he requested a follow-up meeting with my plumber,Al Campbell. This meeting took place May 21St. No issues were uncovered during this second meeting/inspection. On May 22, the Sewer Department also came out to check the ejection pump. Since the individual from the Sewer Department was unable to locate the pipe, Pompeo was asked to come to locate the pump. The pump was restarted as a result of these visits. To my knowledge no other issues were uncovered during these meetings relating to my sewer system. I opted to pay the water bill, despite the fact that it was approximately ten times more than any prior bill given that no issues were uncovered during these meetings. I was not aware that the water meter had not actually been tested nor was I made aware of my option to request that the meter be tested and/or replaced. I received a second bill in August that is also drastically higher than prior bills for similar timeframes. Once again, I went to the Water Department to discuss the bill and water readings. Upon review of my water readings, Brenda again agreed that something was "not right" and informed me that she would send Brendan out again to check my water meter. Brendan looked at the meter and,yet again, concluded that everything seemed to be okay. I also paid Al Campbell to conduct a thorough inspection of my plumbing system. After his five hour inspection, Mr. Campbell concluded that all "is holding" and that he did not find any leaks that would result in the usage readings reflected on the bills covering the timeframe in question. Subsequent to Brendan's visit, I received a voicemail message from Brenda indicating that the issue has been rectified. During a follow- up discussion, Brenda explained that the water meter reading is now reflecting a much lower usage that is more in keeping with my prior usage before the timeframe at issue. Nonetheless, and since nothing had been actually"fixed" to my knowledge, I requested that my water meter be tested and replaced. The meter was removed and sent for testing on August 14. I have not received the results. I hereby request for any fees relating to the testing of the meter and its replacement be waived. The Sewer Department sent Rosano and Davis to replace the ejection pump on August 2Oth. I will pay the second bill to avoid any interest penalty since the bill is due prior to the next commission meeting at which my application for abatement will be reviewed. During the periods in question,by water usage was no different from my usage in prior periods and, in fact, for of the months in question, the house was entirely vacant. As such, I respectfully request that the Water Commission and Sewer Department grant the requested abatement for both periods in question. Thank you for your prompt attention to this matter. Plant operation was interrupted on numerous occasions due to high organics and iron and manganese coupled with erratic swings in the pH. There were however, no power outages. We have a suspicion that there is a significant buildup of lime slurry or mud(undissolved lime) in the raw water wet well. The current staff confirms that the raw water wet well has never been taken off line and inspected. This is typically an annual basin inspection and cleaning requirement especially since lime is used for pH and alkalinity adjustment. This explains the erratic swings in pH at plant startup and when flow adjustments are made throughout the day. The issue with the Bear Hill Tank access road surface and tank perimeter paving has not been resolved at the time of this writing. Brian Joyce, Director of Project Management and Planning for the Town, continues to work to resolve these issues. He is on record stating that the current road surface is not acceptable to the Town. The existing fluoride feed system was removed and an entire new system installed. This work was almost entirely funded through a State grant we received. The$15,000 MA DPH Fluoride Grant covered 67% of the equipment, design and installation costs. The Ellms Meadow Wellfield was started on August 14'h,pumped to waste and sampled for bacteria before being placed in service on August 23`d. This well field provides 130,000 gallons per day to the distribution system. This equates to 10%of the approximate summer demand and 18%of the off-season demand. In an effort to reduce water age and thereby lower disinfection by-product formation 8 continuous bleeders were installed on hydrants that are generally located at the extremities of the distribution system. These bleeders should also improve chlorine residuals further out into the system. In June we had one routine bacteria sample with a high HPC (measure of general bacteria population) and in August we had one routine sample positive for total coliform. Neither constituted a violation but points to the concern that chlorine residuals diminish rapidly as you move further out in the system, leaving it venerable for bacteria growth. DEP recommends a 0.2 residual at system extremities. Automation of the weir gates at the BBCS and at Aaron Reservoir is progressing. Control circuitry on the motors that lower and raise the gates has been replaced. New level sensors have been installed and communication to the treatment plant restored. As of this writing both gates are running automatically thereby providing the target flows mandated by our Water Management Act permit. Additionally, a level sensor for Lily Pond was installed and tied into SCADA to assist in effectively managing stream flows and reservoir turnover. At the time of this writing: Lily Pond is at 67%capacity(elevation 43.07). Aaron Reservoir is at 74%capacity(elevation 62.07). Cohasset, Massachusetts I Water Department ES-1 Woodard&Curran August 2013 MOR Aw— WOODARD &CURRAN 1 OPERAMONS 1.1 EVENTS INPACIING OPERATIONS Plant operations were abnormal on a number of occasions during the month of August. High organics, together with high iron and manganese levels shortened filter runs to less than 10 hours on a number of occasions. 25 hours is the norm. Process upsets occurred on August 4`h 5`h, I I1h 12', 13`h, 15d', and 17`h. In order to remain in compliance plant discharge to the distribution system was delayed on at least 5 occasions by as much as 3 hours. Sludge generation has been in the order of 25% higher than would normally be expected. Mineral Processing Service was brought in on August 22°d to process the lagoon sludge and transfer it to the geo-bag. Sludge disposal and geo-bag replacement will likely occur in the spring. 1.2 PERMT CONPUANCE No drinking water quality violations occurred in August. 1.3 FLOV1i6 During the month of August the Facility produced an average of 1,014,528 GPD of finished water, with a total month production of 31.450 Million Gallons. Door was not completely closed when building was secured at end of day. 1.8 MAER OUTAGES There were no power outages during the month of August. 1.9 STAFF CALLOUTS The month of August held no Operations Staff call outs. 1.10 PLANT D01 WnIV E There was a number of plant down time incidents during the month of August as described in section 1.1 of this report. In addition, the plant was taken off line on August 7th while CWD personnel installed a new fluoride injection assembly. 1.11 MAINTENANCE Some highlighted projects for August include; 1. Installation of a new fluoride feed system. 2. Painting of hydrants. 3. Sludge transfer to geo-bag, late August. 4. Installation of 8 temporary bleeders at distribution system extremities to reduce water age 1.12 REPAIRS On August 20t'' floc basin #2 was drained to repair a loose mixer brace. Brace was broken beyond repair and will have to be replaced at a later date. On August 27th new upstream level sensors were installed a both Bound Brook and Aaron Reservoir. On August 29th new control boards were installed at the weir gate valve actuators at Bound Brook and Aaron Reservoir. 1.13 HOUSEKEEPING The service company Stephco continues to clean the management area of the treatment plant facility on a weekly basis. Additionally, daily cleaning takes place in the Laboratory, Operator's Office, Chemical, Pump, and Filtration Rooms. Building design and bid spec documents to be completed in May. Need Conservation Commission approval since the proposed site is inside the 50' wetlands perimeter. The request for their approval was submitted to the Commission on May 281h for inclusion in their June 61h meeting. Preliminary design prints were sent to MA DEP for their approval on September 19, 2013. • $ 11K--SCADA programming for the Aaron Reservoir and Bound Brook stream now release structures — Work is progressing, by Woodard & Curran SCADA and support personnel, to bring the fish weirs back into an automated working status and to confirm flow calculations originally programmed by a prior vendor which appear to be wrong. This project will be complete in September 2013. • $ 13.5K--SCADA programming for Lily Pond Emergency generator "run" status and alarming and visual strobe lights throughout the WTF for monitoring of process alarms. This will inform staff when the generator cycles on with notification and alert staff when it should come on but hasn't. • $ 3.1 K--Chemical piping modifications to bring to DEP and plumbing codes. • $ 5.1K--Sedimentation mud valves and stem operators replacement. Replacement valves are on order. • $27K—Network Communications upgrade for the Bear Hill and Scituate Hill storage tanks. This project involves replacing the outdated, troublesome telemetry network with Comcast. Also involves bringing the alarm keypad at Bear Hill above ground, outside of the vault. • $4.5K—Security improvements to the Elms Meadow network communications loop. Currently, communications between Lily Pond and Elms Meadow transpires over the open internet. NOTE: There are many more projects under consideration by the CWD. 22 STAFFING&TRAJNNG On August 13`h all staff members attended a seminar on "Proper lifting technique to avoid back injury". 23 CORPORATE SUPPORT Corporate support was provided to address the failed communication from the fish ladder flow control equipment. This work has proven to be very involved and is still ongoing. MA DEP is also reviewing the proposal to assure regulatory compliance with the operating permit. At that time the water line was shared with the homes in the back -the line was put in about 50 years ago as part of the development of that area of Nichols Rd. When the new line was put in during the sewer expansion the homes in the rear received their own line and two years ago Mr. Picot signed off on the easement across his and assumed responsibility for the water line on his property. With the current situation, Mr. Picot feels that the Water dept. should assume the responsibility. He presented the board with a map showing his water main and the new one in the rear. Mr. Picot described what he considered the present situation. According Mr. Picot, during the construction he inspected and was satisfied with the 2" galvanized pipe that was the shared pipe and became his after it was cut and capped to remove the rear homes from this service. He stated that in the catch basin there has always been a persistent leak and it would fill a 5 gallon bucket within an hour. He said he informed the DPW as well as the Water Department and no one did any type of testing. He said that everyone presumed that it came from the vernal pool in the rear that had a concrete drain pipe to the catch basin or the Gledhill's septic system. Mr. Picot said that he saw damage done to the drain pipe by L&M during street construction and subsequently the properties in the area were flooded after a severe rain storm. The town hired Iaria to fix the drainage problem. Mr. Picot would like to have the water commission fix the pipe and he would fix the paving of the driveway. Lee asked specifically what he wanted from us "you are looking for us to dig up in the area of the leak and install a new coupling". Mr. Picot said he has a friend that will pave. Dan asked Mr. Picot if he has an estimate. Mr. Picot stated it would be $3 -5 K. Lee then asked if we fix this and in a year or two if there is another leak will he assume responsibility. Mr. Picot stated that he would be responsible for anything in the future. Dan stated he would like to go by the site. Mr. Picot stated was already marked out. Lee asked Carl to look into the feasibility of having Ellms Meadow stay open year round. This would require insulation. The piping is all above ground about 3'. There are five wells. We started the wells in August this year due to the testing problems from last year that needed to be addressed. We had 16' now we are down to 0. Lee said she was concerned with the pond and wondered about the impact on sampling if the wells were producing year round when applicable. Public Comment 14 Fairoaks Lane—Donald Bookstein & Helene Garber came in to request abatement of their water bill. They felt that they have been charged for a 2"meter that is not benefitting them. They were requesting an abatement of the difference between the Cap Recovery Charge. I explained that back in 1998 they put a new 2" service in and had a 2" meter put in then. The board decided to table the issue until the end of the meeting. 226 C J Cushing Highway—Mr. & Mrs. J Rosano came in to request that the board abate a portion of their 11/1/13 water bill. Mr. Rosano stated that there is noway that he could have used that much water. He had a plumber come in to check the building, and had the irrigation company come in and check the system. Both found no leaks. Mr. Rosano reiterated that there was no way he could have used that much water, but he did indicate that he had sub meters in the building which showed the usage went thru one of the meter. That meter would be for the downstairs of the building housing a sink and toilet and it would also be for the irrigation system. The board decided to table this request till the end of the meeting as well. 339 King Street, Cohasset, Massachusetts 02025 Tel: (781) 383-0057 Fax: (781) 383-2906 www.cohassetwater.org Litchfield Conservation Restriction Glenn Pratt approached the board and asked them to sign off on the Litchfield Conservation Restriction. In 2003 the Water Commission set aside 200 acres of land between here and Wampatuck. Part of this purchase was a section of land in the west end of Scituate near Itchys corner. It has taken from 2007 till now to get everyone signed off on Conservation Restriction. The reason for the delay was that Scituate at a later date might want to put in a pumping station but only with the CWB permission. This was at a cost of$100,000. Glenn had the agreements which needed the board's signatures so that he could get them to town counsel who would have them recorded at the Plymouth County Registry of Deeds. All three board members signed off, but did request that Glenn have town counsel send a copy to the department for their records. Glenn agreed to do so. Glenn then explained that the Trustees of the Reservations is still being held up with the state. There are parcels which were taken back in the 1800's for tax liens. They paid us $60K and want their documents. Once approved by the state the trustees of the reservation will continue with their trails. Abatements The Commission discussed Mr. Bookstein& Mrs. Garbers request. Lee only wanted to abate $355.00 which would be the difference between the smaller meter vs the larger one for one quarter, but Dan& Peter felt that they should abate at least the $520.00 that they paid the plumber to reduce the pipe for the smaller meter. Peter made a motion to abate $520.00, Dan 2nd it and Lee was opposed. Abatement granted for $520.00 The Commission then discussed the Rosano's request to abate a portion of their November 2013 water bill. They felt that since the secondary meter showed the water going thru it that it did not warrant abatement of the November bill. A motion was made by Dan to deny the abatement request this was 2nd by Peter, all in favor. 20 Parkingway—Dr. Roger Pompeo requested abatement of his 11/1/13 water bill. He wrote a lengthy letter stating that there was no way that his office building could have used that much water since there were only 3 toilets. Brenda explained to the board members that when she sent out Brendan Stone and Billy McAuliffe from the distribution staff that they found no leaks, but what they found was a beautiful garden along the property. Also during their discussion with Mr. & Mrs. Pompeo, that Mrs. Pompeo stated that they had let the neighbor out back use the outside hose to wash his boat during the summer. A motion was made by Peter to deny the request for abatement. This was 2„d by Dan, all in favor. 29 Gammons Road—Mr. William Earon wrote a letter to the board that after he returned from traveling last spring he discovered a damaged shut off valve for his sprinkler system that he was unaware of. He was having extensive construction done to his home during this time. He stated that he had the leak repaired. Then he found that debris from the construction had caused several sprinkler heads to stay open. It was accumulation of these things which caused the 8/1/13 water bill to be $2,385.33. He requested the board to consider abatement of a portion of this bill. A motion was made by Lee to abate $1,819.16 from his 8/1/13 water bill. He stated that while on vacation for a month he had someone he had hired to take care of their gardens. The person apparently left a hose running. The board stated that for his reasoning they felt it did not warrant abatement. Mr. Herman's I l/1/13 water bill was an estimated bill. Once bills had gone out a letter was sent to Mr. Herman and an appointment set to replace the meter. Upon us replacing the meter it was found that Brenda had overestimated the usage by 2200 cubic feet. Brenda requested abatement of the bill in the amount of$224.84 which was for the overage. This was 2nd by Lee all in favor. 116 South Main Street Tina Watson Request: Tina wrote a letter to the board explaining that she had a rental property with three apartments in it. She had 3 separate meters installed for each tenant and feels that the $187.00 quarterly fee is excessive for a single property. She wanted the board to consider a reduced rate for multi unit metered properties. The board members were not interested in reducing the quarterly fee. Brenda stated she would notify Tina of the boards decision. Operations—Woodard & Curran Carl reported that lead & copper testing can be done every 3 years now. DEP approved before he even got the request to them. THM's are 40% lower than last year. Lower chlorine and tank turnover is the cause for this. Carl stated that we won't be in violation if the numbers in winter are low enough to cause the running annual average not to exceed state regulations. Raw water pump was just purchased and they are going to inject in a different area. Hopefully that will reduce organics in summer. Peter wanted to know when Ellms Meadow was shut down. Carl stated that it had been shut down November 30th. Lee stat had asked W&C to look into keeping it running year around. Carl did state that he would not run in Dec &Jan but there might be a possibility to start back up in March depending on the temperature and weather patterns. Public Comment 14 Fairoaks Lane—Donald Bookstein& Helene Garber came in to request abatement of their water bill. They felt that they have been charged for a 2"meter that is not benefitting them. They were requesting an abatement of the difference between the Cap Recovery Charge. I explained that back in 1998 they put a new 2" service in and had a 2"meter put in then. The board decided to table the issue until the end of the meeting. 226 C J Cushing Highway—Mr. &Mrs. Rosano came in to request that the board abate a portion of their 11/1/13 water bill. Mr. Rosano stated that there is no way that he could have used that much water. He had a plumber come in to check the building, and had the irrigation company come in and check the system. Both found no leaks. Mr. Rosano reiterated that there was no way he could have used that much water, but he did indicate that he had sub meters in the building which showed the usage went thru one of the meter. That meter would be for the downstairs of the building housing a sink and toilet and it would also be for the irrigation system. In 2003 the Water Commission set aside 200 acres of land between here and Wampatuck. Part of this purchase was a section of land in the west end of Scituate near Itchys corner. It has taken from 2007 till now to get everyone signed off on Conservation Restriction. The reason for the delay was that Scituate at a later date might want to put in a pumping station but only with the CWB permission. This was at a cost of$100,000. Glenn had the agreements which needed the board's signatures so that he could get them to town counsel who would have them recorded at the Plymouth County Registry of Deeds. All three board members signed off, but did request that Glenn have town counsel send a copy to the department for their records. Glenn agreed to do so. Glenn then explained that the Trustees of the Reservations it is still being held up with the state. There are parcels which were taken back in the 1800's for tax liens. They paid us $60K and want their documents. Once approved by the state the trustees of the reservation will continue with their trails. Abatements The Commission discussed Mr. Bookstein & Mrs. Garbers request. Lee only wanted to abate $355.00 which would be the difference between the smaller meter vs the larger one for one quarter, but Dan& Peter felt that they should abate at least the $520.00 that they paid the plumber to reduce the pipe for the smaller meter. Peter made a motion to abate $520.00, Dan 2nd it and Lee was opposed. Abatement granted for$520.00 The Commission then discussed the Rosano's request to abate a portion of their November 2013 water bill. They felt that since the secondary meter showed the water going thru it that it did not warrant abatement of the November bill. A motion was made by Dan to deny the abatement request this was 2nd by Peter, all in favor. 20 Parkingway—Dr. Roger Pompeo requested abatement of his 11/1/13 water bill. He wrote a lengthy letter stating that there was no way that his office building could have used that much water since there were only 3 toilets. Brenda explained to the board members that when she sent out Brendan Stone and Billy McAuliffe from the distribution staff that they found no leaks, but what they found was a beautiful garden along the property. Also during their discussion with Mr. & Mrs. Pomeo, that Mrs. Pompeo stated that they had let the neighbor out back use the outside hose to wash his boat during the summer. A motion was made by Peter to deny the request for abatement. This was 2"d by Dan, all in favor. 29 Gammons Road—Mr. William Earon wrote a letter to the board that after he returned from traveling last spring he discovered a damaged shut off valve for his sprinkler system that he was unaware of. He was having extensive construction done to his home during this time. He stated that he had the leak repaired. Then he found that debris from the construction had caused several sprinkler heads to stay open. It was accumulation of these things which caused the 8/1/13 water bill to be $2,385.33. He requested the board to consider abatement of a portion of this bill. A motion was made by Lee to abate $1,819.16 from his 8/1/13 water bill. I am also including a request from 14 Fairoaks Lane. They just downsized their 2" meter to a 1" meter and want the difference of the Cap Recovery Charge to be credited back to them. In fact they will be attending the meeting and I think that they are going to ask for a credit going even farther back. Here is a breakdown for each customer. 14 Fairoaks Lane— Ahey had their plumbing changed on 11/5/13 so that a 1" meter could be installed. The previous owner had a new 2" service and meter installed on 2/19/98. The current owners purchased the home March of 2003. They have always had the 2" meter. Recently Mr. Bookstein started to ?the Cap. Recovery Charge with a 2" meter. I told him to ask a plumber if it would be feasible to downsize the meter without causing a reduction in flow/volume. He found that it would not so he downsized on 11/5/13. Please note that the last quarterly bill was from 7/8-10/4/13, so he had that 2" meter for the entire quarter. As the owners wrote they paid their bill but did not pay the difference between 2" & 1" meter. Currently owe$356.09 this includes interest. 20 Parkingway— ,l notified customer before the bills went out that they had a huge increase. We went out and found no t- leak. Brendan and Billy did say that they have a really nice garden as well as 3 spigots with hoses on them, no irrigation. Please note that the meter is new as of 7/18/12. If you decide to abate I will make sure that they are aware that it is a one shot deal. Bill has been paid in full 29 Gammons Road— ✓Leak in irrigation line which has since been fixed. Never before received an abatement if you agree to abate I will make sure he knows that it is a one shot deal. Customer has paid bill in full. We setup an appointment to replace the meter on 11/11/13. Once the meter was removed we were able to obtain an accurate reading. I found that I had overestimated the 11/1/13 bill so I asked the Board of Water Commissioners to approve a credit to your account. Based on site conditions and research into the proper method to calculate flow through the fishway gate(in the 2004 Tutela Engineering report and the Isco Open Channel Flow Handbook),we believe that the equation originally in the PLC was not accurate.We propose that the equation outlined in the Tutela report and the Isco handbook be used and reported to DCR. Once complete,the operators will have the ability to set the following at the SCADA system: -Daytime Flow Setpoint -Nighttime Flow Setpoint -Daylight Hours Start Time - Nighttime Hours Start Time The gates will then be programmed to open or close to match the flow setpoint in effect during that time.The daylight and nighttime setpoints can be as accurate or general as the operators require,and are intended to make the adjustments as easy as possible. In addition,the VPN router installed at the Lily Pond WTF can be used, in conjunction with future VPN routers,to eliminate this security vulnerability at all sites connected via Comcast.
