7:01 PM—Chairman Lawrence called the meeting to order.
7:03 P.M. - Private Well GIS Mapping
In attendance for this meeting: Angela Dahlstrom, Cohasset Intern
Ms. Dahlstrom created a map using People GIS delineating the different types of private wells within the
town of Cohasset. When compiling the data onto the map it was noted most of the wells were in
Aquarian Water district. Three percent of the town area contains private wells. The purpose of locating
the wells within Cohasset was to determine whether or not private wells were depleting our Town
subsurface water supply. It was determined there is only one private well in the area of the Town well.
During extreme drought the MGL states the BOH can restrict private well water usage.
Ms. Sarni plans to use the People GIS to track septic systems as well.

Discussion ensued regarding putting an article in the Cohasset Mariner stating the flu shot is only good
with 100% effectiveness for one year.
7:27 P.M. Director of Public Health Report
734/740 CJC Hwy gulf/Dunkin Donuts:
The soil test results are not complete yet, once they are a new plan for a repair of the current septic
system will be designed and presented at the November meeting. The gallons per day (GPD) is
increasing from 225GPD to 500GPD. Ms. Sarni called the DEP inquiring whether this is an increase or
flow or a change of use. The State will make that determination. Ms. Sarni explained that coffee
combined with cleaners that are used for sanitation changes the PH levels, creating poor breakdown in
the septic system.
Cedar Street Solar Project:
The town is conducting a site plan review for the town owned property at 81-91 Cedar Street landfill to
install a 75,301 sf. solar array. The BOH is responsible to review the landfill cap status. Richard
Modzelewski, Engineer from Civil Designs, Inc., reviewed the plans and wrote a letter with concerns of
the solar panels settling in the area of the transformer pad. This can lead to tearing of the rubber liner
and introduce water to the refuse. The contaminated runoff could be a public health threat to the
environment and wetlands. Ms. Sarni agrees with Mr. Modzelewski that additional information is
needed, such as the weight of the panels and Cohasset should look at what other towns have done. Ms.
Sarni is working on getting information on the post-closure reuse permit from the DEP.
790 CJC Hwy:
In 2014 a new septic system was installed with new tanks, grease traps and a leaching field. On several
occasions since the new systems were installed, the system has sustained breakout. Ms. Sarni issued
two orders requesting pumping, maintenance and how the owner plans to maintain the system in order
to protect public health. A second order requiring information on how the owner plans to address the
three sags in the pipe under the Consignment store was written October 6, 2016. Ms. Sarni is working
with KeyPoint Partners to address these issues.
Sewer Discussion:

Ms. Sarni will attend a second Sewer Commission meeting to discuss the failing septic systems located
on CJC Hwy., 740 CJC Hwy., 790 CJC Hwy. and 156 King Street. Ms. Sarni will inform the Sewer
Commission there are public health issues that would benefit from a sewer expansion on King Street and
CJC Hwy.
382 Beechwood Street:
SDS Design has moved the septic system to the back of the property. Morse Engineering is in the process
of revising the plans.
GIS Goals:
Ms. Sarni is working with Angela Dahlstrom on the PeopleForms to create forms and databases for the
septic systems. She is currently logging all the systems by location, type, installation date, Title 5, failing
systems, soils and percolation data.
Ms. Sarni is also planning on adding the food inspections to this system.This will enable her to monitor
certifications, critical violations and re-inspections. Brian Flynn has been conducting the initial two yearly
food inspections. Ms. Sarni will be taking this over in July 2017 using the new PeopleForm software.
ServSafe Certification Training:
On December 5 Cohasset, supported by an FDA grant, will be offering Food Establishments Risk 3 and
higher training at $100 discount per participant.The limit is 35 people. The 2017 Food Application
requires two employees must be ServSafe certified.
