ADMINISTRATION VOTE TO APPROVE OCTOBER 13,2015 MEETING MINUTES MOTION: By Member EK to approve October 13,2015 meeting minutes SECOND: Member HD VOTE: 3—0 MOTION CARRIES 7:08 P.M. Public Health Nurse Report: Nurse Reports: 127 • Home Reports: 13 • Office Visits: 114 Communicable Disease Reports: 2 Keep Well Clinics: • CEA: Flu Clinic • Harborview: Flu Clinic Community Outreach/MeetiM: • Attended Massachusetts Association of Public Health Nurses(MAPHN) • Flu Clinics held at Willcutt Commons, Cohasset Town Hall, Employee Flu Clinic and Elm St. Group Homes totaling 275 vaccines administered 90 doses of flu vaccine in stock after the flu clinics. 7:10 P.M. Director of Public Health Report 126, 128, 130, 132, 134 and 136 Forest Avenue: SS is gathering information regarding wetlands, property lines, and road width per the new fire code with each of the Town's Department Heads. These properties are looking for septic system approval along with potable wells from the BOH. The site plans need to be updated and include the Fire Departments requirement of 20' road width with a turnaround and a permit for storm water from the Conservation Commission. Mandatory Food Establishment Training: Cindy Rice, President of Eastern Food Safety, will conduct a 2 hour mandatory training at the Lightkeepers, Bancroft Hall on January 11 & 13, 2016. One employee from each establishment is required to attend. Once the food establishments complete the training, they will receive their 2016 Food Permit. The training will cover safety principles, control measures for illness prevention,personal hygiene, and time and temperature abuse. Health Notes: Mary Ford, of Cohasset Mariner, asked SS to submit a monthly Health Issues column. SS will work with MG with related issues in Cohasset beginning January 2016. Topics will include obesity, septic system maintenance, melanoma, flu clinics, as well as monthly National Health Awareness observances; such as Breast Cancer Awareness Month. 7:15 P.M. 247 Forest Street—Failure to Comply In attendance for this Agenda Item: Wilmarc Charles and Marcus Charles,both of 247 Forest Avenue There is a history of the tight tank overflowing since 2007. Rosano Davis pumped the tank on 6/20/2015 and prior to that,December 2011. Board of Health Meeting APPROVED 2 of 2 November 17,2015 SS stated the pumping needs to be on a consistent schedule. Wilmarc stated there are (2) septic systems and (1) failed during construction. He has the original system for (2) bedrooms and another system to accommodate (3)bedrooms and would like to eventually consolidate both systems to a (5) bedroom septic system. The tank that overflows is connected to the kitchen and bath and were built in 2007.The property has been vacant since 2012 and was pumped today,November 17,2015. SS would like a receipt that the septic was pumped today, and proof that WC set up a pumping schedule once every three months. MOTION: By Member RL property will be on a schedule to be pumped quarterly,equally spaced apart with reports brought to the BOH within 7 days of the event with back up from Rosano Davis SECOND: Member EK VOTE: 3—0 MOTION CARRIES 7:30 P.M. Presentation by Christine Murphy Regarding Drug Abuse in Cohasset In attendance for this Agenda Item: Christine Murphy(CM) and Marita Carpenter (MC), both of Cohasset Coastal Connection Cohasset Coastal Connection's mission is to educate students on the dangers of drugs and alcohol, to educate parents of signs to look for in their children and also who to turn to for help and support. CM would like to: • increase age required to purchase tobacco and e-cigarettes from 18 to 21, like most towns in the area • partner with schools, Fire Department, Police Department, faith-based locations, Library and younger adults to educate children and parents • take surveys from parents and other adults • see more speakers at the schools,implement a drug theatre with the School Foundation The Board voted down raising the age for e-cigarettes last year. The Board will address this issue at a future meeting. 8:35 P.M.Warrant Approval All members agreed to approve the Warrant by signing the original Warrant. 8:40 P.M. Larry Ash(LA),90 Doane Street Reviewed letter LA composed for ZBA meeting on 11/3/2015. There are no public health violations at this time. MOTION: By Member RL to adjourn at 8:50 P.M.
