COHASSET BOARD OF HEALTH MINUTES

Board Members Present:Robin Lawrence (RL); Elizabeth Kirkpatrick(EK); Harvey Dickstein (HD)

Meeting called to order at 7:03 pm. Next meeting will be Tuesday, September 22, 2015.
Public Health Nurse Report. MG updated the Board on her weekly camp inspections, home and office visits and
Keep Well Clinics. MG and SS have been doing melanoma and sun awareness programs at Sandy Beach and the
Farmer's Market. RL asked if there is a way to track attendance at these events which MG and SS agreed to do
going forward.
On 7/21/15 MG attended a training session sponsored by MA Immunization Information System for entering any
vaccines given at flu clinics into the MIIS system as required by law.
On 7/22/15 MG met with Canton's PHN Teri Khoury to discuss bladder cancer screening for firefighters. Chief Silvia
has expressed interest in this program going forward.
Public Health Director's Report:
The Department received a signed garbage disposal deed restriction from the owner of South Shore Car Wash at
858 CJC Highway and has issued the Certificate of Construction to Rosano Davis.
Emergency Preparedness: SS has been working with Glenn Pratt on forms and a binder. Mr. Pratt is using
Hingham's Emergency Preparedness binder as a guide for setting up the one for Cohasset.
SS is working with Christine Murphy, founder of Safe Harbor Cohasset, and surrounding towns (Hingham, Hull and
Norwell)to form"Coastal Connections", a regional group that will be dealing with the heroin and drug epidemic in this
area. They are gathering data to obtain a grant from Massachusetts Department of Public Health Community Health
Network Area (CHNA). MG stated that towns are being encouraged by the state to regionalize their effort in this area.
7:15 PM—DSCP Hearing/65 Brewster Ave/Septic Repair—Grady Engineering/Daron Grady
DG said that grades for the existing system are being raised due to mottling at 2'8"at both test holes. DG is
requesting a local variance to reduce the groundwater separation from 4'to 3'to facilitate drainage.
MOTION: Made by Member Dickstein to approve the local variance and upgrade requests for 65
Brewster Avenue as shown on plans dated 7/30115 with the following:
1. Per CMR 310 15:405(1)(h)to reduce the required 4'separation between the bottom of
the soil absorption system (SAS)and high groundwater to 3' ;
2. Per CMR 310 15:405(1)(i)to allow for use of a sieve analysis where a percolation test
could not be performed;
3. Per CMR 310 15:405(1)0)to allow a reduction of a required 12" separation between the
septic tank inverts and high groundwater;
4. Per CMR 310 15:231(12)to use a distribution box where all systems requiring pumping
shall be pressure dosed in accordance with DEP guidelines.

SS requested of the Board that she be given the authority to approve all DSCP applications for repairs that do not
need a variance or involve shared systems, subdivisions, new construction, setbacks of property lines, expansion of
use or I/A technology.

MOTION: Made by Chair Lawrence to give the Public Health Director authority to approve all SAS
repairs that do not need variances or involve new construction, shared systems or I/A
technology.

7:30 PM—DSCP Hearing/24 Hammond Ave/System Upgrade—Morse Engineering/Jeff Hassett
A failed system exists in the rear yard. The plan is to redo the plumbing and bring the system to the front yard and
away from wetlands that abut the rear yard. The proposed system has no distribution box but will employ a manifold
and perforated pipes that will run through the entire system. Groundwater was reported as shallow(2").
MOTION: Made by Member Kirkpatrick to approve the septic repair plan for 24 Hammond Avenue
dated 7/22/15 and revised 8/3/15 with the following:
1. Per CMR 310 15:405(1)(h)to reduce the 4' required separation between the bottom of
the soil absorption system (SAS)and high groundwater to 3' proposed;
2. Per CMR 310 15:405(1)(i)to allow for use of a sieve analysis to be performed;
3. Per CMR 310 15:405(1)0)to allow a separation reduction between the septic tank inverts
and high groundwater from 12" required to 6" proposed;
4. Per CMR 310 15:405(1)0)to allow a separation reduction between the pump chamber
inverts and high groundwater from 12" required to 2" separation proposed for the pump
chamber to 6" separation proposed for the tank.

7:45 PM—DSCP Hearing/100 Forest Ave(Lot 2)/Henry/New Construction—Morse Engineering/Jeff Hassett
This is new construction on a 5-bedroom home. There is a small isolated wetland in the front of the property but the
Conservation Commission has already issued their approval of this project. The leaching field was shifted to 16'off
the property line to avoid interference with the neighbor's well or run-off to the neighbor's property. SS requested that
the leaching field be dug before the foundation is dug and poured to avoid any problems that would require a
variance where this is new construction and historically the Board does not issue variances on new construction.
Abutter JOH was satisfied with the location and design of the leaching field.
MOTION: Made by Chairman Lawrence to approve the plan for 100 Forest Avenue (Lot 2)dated 7/23/15
and revised 8/17/15 for new construction for a soil absorption system(SAS)with the
provision that before the Public Health Director will sign off on any construction permit that
the bottom of the SAS and the leaching field be dug prior to a foundation being dug and
poured.

Smoking Provisions and Regulations:
Currently smoking is forbidden on all town properties including Sandy Beach. Previously there had been instances of
smoking in the parking lot at Sandy Beach which would be prohibited but RL said that he has not observed any
recent evidence of this. Fines are assessable for any infraction.
8:00 PM—DSCP Hearing/35 Schofield Street/System Repair—Morse Engineering/Jeff Hassett
JH is requesting a local upgrade to reduce the groundwater separation from 4'to 3'to allow for gravity flow.
MOTION: Made by Member Dickstein to approve the request for a local upgrade at 35 Schofield Street
as shown on plans 7/2115 revised 8/13/15 per CMR310 15:405(h)to allow reduction from the
4' required separation between the bottom of the SAS and high groundwater to 3' proposed.

Review of minutes for July 13,2015
RL and SS worked on verbiage for 792 Jerusalem Road regarding a covenant on a shared system.
MOTION: Made by Chair Lawrence to approve the minutes for July 13,2015 with the modifications
"with a Covenant and Easement form and all the required forms listed in 310 CMR 15:290 to
be approved for each lot prior to completion of the septic systems".

Minutes will be posted on the website once the requested changes are made. RL suggested touching base with Chris
Senior to see if there are any established time constraints for posting approved minutes.
Public Health Director's Report(con't)
SS would like to see tighter restraints and regulations regarding town pools and will work on this going forward.
8:15 PM—DSCP Hearing/3 Stanton Rd/Keefe/System Repair—Morse Engineering/Jeff Hassett
Property owner BK and abutters TL and THL were present for the hearing. Per JH this is very wet property:
groundwater was hit at only 12" in one test pit. To accommodate this, JH proposes putting the leaching field 15' off
the property line at the driest part of the property with a retaining wall to protect the abutting tree line. JH is asking for
local upgrades to accommodate these conditions.
MOTION: Made by Member Kirkpatrick to approve the request for a local upgrade as shown on plans
dated 8/4/15 and revised 8/12/15 for the following:
1. Per CMR 310 15:405(c)to reduce by 13%the size of the soil absorption system (SAS);
2. Per CMR310 15:405(h)to reduce the required 4'separation between the bottom of the
SAS and high groundwater from 4'to 3' proposed;
3. Per CMR310 15:405(i)to allow a sieve analysis to be performed;
4. Per CMR310 15:4050)to allow a separation reduction between the septic tank inverts
and high groundwater from 12" required to 9.6" proposed;
5. Per CMR310 15:4050)to allow a separation reduction between the pump chamber
inverts and high groundwater from 12" required to a 9.0" proposed.

8:30 PM—DISCUSSION:Approval of repair septic systems by Public Health Director(taken out of order at
7:15: see notes under Public Health Director's report).
With no further business to discuss, the meeting was adjourned at 8:30 p.m.
