HomeMy WebLinkAboutMinutes - BoH - 07/13/2015 Board of Health Meeting August 25,2015 1 APPROVED MINUTES COHASSET BOARD OF HEALTH MINUTES DATE: Tuesday,July 13,2015 TIME: 7:00 PM PLACE: Cohasset Town Hall, Basement Meeting Room 41 Highland Avenue, Cohasset, MA 02025 Board Members Present:Robin Lawrence (RL); Harvey Dickstein (HD) Staff Present: Angela Geso(AG), Mary Goodwin (MG), Susan Sarni (SS) Public/Guests Present: Kevin Henry(KH), Jeff Hasset(JH), Mark Drainville (MD), Bill McGowan (BM), Diane Hindley(DH) Meeting called to order at 7:05 pm. CHAIR REPORT Next meeting will be Tuesday,August 25 at 7 p.m. RL requested that any public comments, newspaper articles or other communications regarding the Board of Health come from the Board as a whole and not from individual members. The Board as a whole must review and approve by vote all such comments before being released. If an individual member makes a statement to the media not reviewed by the Board, it must be designated as"personal opinion"and made clear that you are not speaking for the Board as a whole. RL requested that minutes be done within a week of the meeting.AG will send the first draft to SS for review.Any changes will be incorporated into the draft.AG will then send the amended draft to the Board members for review and incorporate additional changes. The amended minutes will be approved at the next Board meeting and posted on the website the following day. Public Health Nurse Reports for May and June. MG is working with the Recreation Department on summer cap programs and led a class in Epi Pen training for counselors and staff. She tracks allergies and health issues for camp attendees based on their applications. MG and SS will be conducting melanoma testing at the Farmer's Market. MG will post a notice on the Town website reminding residents to check themselves for deer ticks. RL suggested putting deer tick guidelines in the Cohasset Mariner as well. Health Director's Report: 247 Forest Avenue: Orders went out to Wilmarc Charles to have the tight tank pumped every 2 months due to complaints from abutters and documented information provided by Rosano Davis. A$30,000 revolving account for food inspections was approved by Town Meeting. The current balance is zero(0). Going forward, fees from the 2016 food permit renewals will got into the account to be used towards paying a food inspection consultant to perform inspections twice a year. SS will do the remaining 2015 inspections. Current fees will be evaluated to ensure that the funds generated will cover the cost of an outside inspector. SS met with Town Manager Chris Senior regarding the Operational Readiness Report(ORR)that is due to the state. The department will use the PHEP grant to pay for the plan construction. For FY16 we should receive $4818.08. SS will be meeting with Chris Senior, Glenn Pratt,Acting Police Chief Quigley and Fire Chief Silvia to discuss another medication dispensing drill. 7:15 PM—81 Atlantic Avenue—Sewer Connection Order/Sewer Commission The new owners are planning on demolishing the existing dwelling and constructing a new home. The buyers do not want the expense of a Title 5 inspection because they plan on hooking up to town sewer when they start construction. MOTION: Made by Chair Lawrence that the property at 81 Atlantic Avenue must be hooked up to town sewer or have a Title 5 Inspection performed before Health Director Susan Sarni will sign off on any demo or construction permits. SECONDED: Member Dickstein APPROVED: Unanimous by members present 7:30 PM—792 Jerusalem Road—Soil Absorption System -Represented by Brendan Sullivan, Cavanaro Consulting Board of Health Meeting August 25,2015 2 There are currently 4 lots with septic systems. The new owners want to eliminate one lot and reconfigure the property into 3 lots.This is a preliminary discussion as the building application was submitted on July 9, 2015 and will have to be approved by Conservation and Health before the permit can be released. MOTION: Made by Chair Lawrence: approve the updates as shown on the revised septic plan for 792 Jerusalem Road dated 7/13/15 with a Covenant and Easement form and all the required forms listed in 310 CMR 15:290 to be approved for each lot prior to completion of the septic systems. SECONDED: Member Dickstein APPROVED: Unanimous by members present Chair Report(cont) The subject of Smoke Free Beaches was discussed. Section 4 (c)(3e)of the 2014 Cohasset Smoking Regulations prohibits smoking in the parking lot at Sandy Beach with a$100 fine to be issued to offenders (Section 5, (1 a). RL would like to put something in the local paper reminding residents of this regulation. 7:45 PM—DSCP Hearing: 97 Forest Ave/Lot 3—New Construction—Kevin Henry, Owner/Represented by Jeff Hassett of Morse Engineering The current system has been approved for 4 bedrooms but the new owners would like an upgrade to a 5 bedroom. JH said the only changes to the existing system will be to enlarge the leaching field with additional chambers but that everything else remains the same. SS said there is no need for a full review and no waivers or variances needed as the upgrade only affects the leaching field.The owners are also looking to put in a potable well but are waiting for approval. SS requested that the well be properly situated on the property and must be installed before an occupancy certificate can be issued. MOTION: Made by Chair Lawrence: approve the system upgrade at 97 Forest Ave, Lot 3 as shown on revised plans dated 6123/15 and that the application for a well be submitted in an appropriate and acceptable format. SECONDED: Member Dickstein APPROVED: Unanimous by members present South Shore Car Wash,858 CJC Highway:According to BOH regulations, a Deed Restriction for a garbage grinder is required all septic systems.The owner of the property, Donald Stazsko, refuses to allow any restrictive deeds on his property. Consideration might be given towards tailoring the regulations for a car wash but this will be revisited. 8:00 PM: Discussion: Sewer Commission Plan of Study Mark Drainville of GHD was contracted by the Sewer Department to prepare a Comprehensive Wastewater Management Plan intended to identify potential areas of concern and review existing areas of concern in the Central Cohasset District serviced by the Treatment Plant and the North Cohasset District which ties in with Hull. [See Attachment A for the complete agenda submitted by MD]. Potential areas of concern include: o Hull Connection/North Cohasset where a study is currently being done o Aaron River Reservoir with questions of potability o Cohasset Harbor/Neighboring Communities—concerns of potential poor soils o Fats, Oils, Grease and Grease Traps With regards to the Harbor area, SS suggested that if the BOH could get the As-Built plans for Bassing's Beach from Scituate it might be a way to facilitate an alleviation of discharging in an area that is of potential concern. MD would like feedback from the BOH regarding the areas of potential and current concern, especially in the areas of wastewater-related areas that are not sewered, and to provide assistance in determining and hopefully correcting these areas of concern. Specific areas of concern include bedrock, soil absorption and evidence of more than one failed system in a cluster area. [See Attachment B for a follow-up letter from MD reviewing the meeting]. RL feels it would be appropriate to get SS acclimated with the sewer situation in Cohasset and allow time for any research SS feels necessary before offering feedback. DH offered to take SS on a`tour' of the area and familiarize her with the sewer setup. With no further business, meeting was adjourned at 8:30. Respectfully Submitted, Angela Geso
