COHASSET BOARD OF HEALTH MINUTES
DATE: Tuesday,April 14,2015 2014
TIME: 7:00 PM

Board Members Present:Margaret S. Chapman (MC); Robin Lawrence (RL); Elizabeth Kirkpatrick(EK)
Staff Present: Jennifer Sullivan (JS);Angela Geso(AG), Mary Goodwin (MG)
Public/Guests Present: Ron Goodwin (RG); Paul Mirabito(PM)
Meeting called to order at 7:08 pm.
Next meeting will be Tuesday, May 19. The nurse's report listed patient visits, clinics and meetings and conferences
attended in March. The Health and Recreation Fair on March 22 was a success. MC was presented with flowers and
a gift card for her 12+years of service as she steps down from BOH.
Health Agent's Report:
JS presented landfill reports for Cohasset Harbor(monitored by DEP)and the town dump monitored by Project
Manager Brian Joyce that should be under the purview of the DPW.JS attended a DEP program on "Permitting of
Transfer and Recycling Centers"and suggested the DPW needs to apply for this permitting.JS pointed out that DEP
still issues these permits but inspections are now put on the towns.
PC stated how in other towns the Septic Plan review falls on the Health Agent and not the BOH. JS said that local
upgrades fall under state regulations but variances come from the town and that variances go through the Board with
a Public Hearing while local upgrades go to the Health Agent. JS suggested that we should consider having the
Agent responsible for local upgrades.
7:15 PM—DSCP Application Hearing: 130 Atlantic Avenue—Irrigation Well Construction
Represented by Paul Mirabito of Ross Engineering
Well will be driven 24'off corner of garage for least disruption. This would be strictly a non-potable well for irrigation
purposes. EK asked if the regulations contain language on monitoring irrigation wells and this will be checked into.
MOTION: By Elizabeth Kirkpatrick to approve plans dated 3/17/15 for construction of a non-potable
irrigation well.
SECOND: By Robin Lawrence
APPROVED: Unanimous
MC brought up how the BOH and Health Department tried in 2011 to model our well regulations after new DEP
regulations with mixed results.The reg's were reworked in 2013. She thought there were provisions for multiple wells
on same property being multi-sampled but could not verify this. JS said she would look into this.
7:40 PM: Discussion—Dumpster Violation: 132 CJC Highway/Old Colony Square
JS reported that the situation has been corrected.After working with the Site Manager,the area was cleaned up and
is now acceptable.
8:00 PM—Discussion—Title 5 Betterment Program
This program was created years ago with $3 million appropriated by Town Meeting to go towards septic upgrades
and repairs and also allowed for emergencies when homeowners could not pay all at once.JS said in 20 years since
Title 5 took effect many systems have been replaced, upgraded or gone to sewer. There should be funds still
available and the public should be made aware of this to let those in need know they have options.
It was reported that the interviews for Health Agent went well and a decision should be forthcoming.
