Chapman, APRN-BC, Chairperson Elizabeth L. Kirkpatrick, REM, Clerk Robin M. Lawrence, DDS,MPH Recording Secretary Present: Angela Geso, Board of Health Administrator 7:00 PM: NEXT MEETING DATE: December 9,2014 7:05 PM: REPORTS AND UPDATES: Felix Zemel(FZ)informed the Board he is resigning 11/13/2014 but will stay on until someone is hired if needed. 7:15 PM: 277 SOUTH MAIN STREET SYSTEM UPGRADE/REPAIR In attendance to represent agenda item: Darren Grady(DG), Grady Consulting; Michael Sardina(MS),Abutter DG would like to repair a current cesspool and replace with 1500 gallon plastic septic and 2 chambers to leaching field. Setback from existing garage slab to leaching (6.9' not 10') Setback requ from tank to garage slab (6.6' not 10) Reduce separation from 4' to 3.5' RL asked why not shift up about 30 degrees so you may not need upgrades? DG explained upgrades are for tank and garage, not the area to which RL is referring. MS is concerned that trees will blow over into his yard due to the roots loosening from the excavation and suggested the design be changed to avoid trees. DG will stay away from 80' tall spruces. DG is using trench configuration instead of bed, using the sidewall, which is bigger: trenches have to be twice width of chamber and far apart. MS asked why can't be the upgrade be done to avoid setbacks and trees and minimize the grading and sand? DG informed MS and the Board the finished grading of the system will be raised '/2 foot: cutting in deep about 32". MC pointed out the trees can't be saved because of the actual trench. MS can't believe they're taking down all those trees for a septic system. MC asked DG what would be the most cost efficient strategy. DG told her it helps with slope, fighting the grading in other corner of property if system relocated. MC will give variance on one setback. DG can try to reconfigure the piping so it does not come out as far. FZ said there could not be a drip irrigation unless there was a revision to the pump. DG could bring it up to avoid trees and reconfigure the design. Grady will be back with revised designs to take away from tree line. MOTION: By Chairperson Margaret Chapman to approve SRP with soil reduction system from 4' to 3.5' ground water with setbacks restated to FZ for plan proposed to be modified SECOND: Member Robin Lawrence VOTE: 3 -0 MOTION CARRIES 7:30 PM: NEW CONSTRUCTION AT LOT 3, 97 FOREST AVENUE In attendance to represent agenda item: Homeowners, Morse Engineering If the potential new homeowners buy the house they would like to install a handicap ramp and add a bathroom meeting the setback requirements for T5. FZ stated they need a 10' setback; bath going on sonatubes and not foundation. The current system is 8' away from existing house and is a 1000 gal. BOH needs to determine what they have to do in order to put on an addition. Board of Health Meeting APPROVED 2 of 2 November 3,2014 Morse is proposing to relocate the current septic and upgrade to a 1500 gal to meet the setbacks and tank requirements. He wants to know if they relocated the system, would they be required to create a full plan and upgraded SAS. The system passes T5 right now as non-conforming. The addition of the bath makes for new construction. BOH has to determine if just a component upgrade/replacement is needed or do they have to replace the whole system. FZ spoke to DEP and they said numerous BOH's would allow it to happen without total a upgrade. A strict reading of T5 would be any changes of this sort require a new system. FZ asked if they can install a gravity tank to the existing field. Morse stated that if the systems is left as it is now, it's a pre-existing and non-conforming. This is a 5 bedroom house (no records of this). The estimated age of the current system is 35 years old (there are no records on this system in our files) Morse determined if just increasing from 1000 to 1500 gallons, the system would be within guidelines for repair. However, if the tank were to be moved, is would need to be upgraded and that is more involved. Moving tank triggers upgrade (more involved). The F1 filter on existing will go on new tank.
