6:36 P.M. Public Health Agent Report for September 2019
Food: Ms. Fahey and Brian Flynn have been conducting food inspections every Tuesday. A total of 19
restaurants and retail stores selling food were inspected in August and nine have been inspected in September.
All establishments requiring a re-inspection due to violations were compliant upon return.
Septic: Ms. Fahey responded to letters regarding 380 and 390 CJC septic system.
Beaches and Pools: Beach testing ended for the season. Sandy Beach was closed a total of 8 days this season
July 23-301h which is less than 2018 when the beach was closed 11 days during two different weeks in July.
Mosquitos: Cohasset is at a moderate risk level for Eastern Equine Encephalitis (EEE) due to one positive
detection of EEE in a mosquito. After being elevated to moderate, Plymouth County Mosquito Control (PCMC)
sprayed town wide on Friday August 30th. The following week, at the Board of Health request, additional
sensitive locations were sprayed including 60 Elm Street,school locations on Sohier and Pond Streets,ballfields,
Sunrise Senior Center, Willcutt Commons, parking lots for Wheelwright Park and Whitney Woods and the
Cohasset Sailing Club on Friday September 6th. EEE risk will continue until there is a killing frost. In the
meantime, Ms. Fahey has been updating messaging on the Town website and the Town Facebook page. Ms.
Fahey has been listening in on DPH EEE conference calls and tomorrow will attend a Metro Regional
Preparedness Coalition (MRPC) quarterly meeting where a member of DPH will presenting an update.

6:45 P.M. 285A North Main Street Sanitary Issue

Material used for this agenda item: Ms. Fahey provided photographs of the property
At the request of Ms. Carfagno, 381 North Main Street, an inspection was conducted by Ms. Fahey on August
12, 2019 at 285A North Main Street.The nature of the complaint was that"critters"are present on the property
due to nuisance conditions present. In this instance, a nuisance condition has been identified as "personal
property, junk, machinery or mechanical equipment parts thereof that are located on asphalt, soil, grass or
other porous surfaces which may result in contamination of soil or serve as harborage locations for raccoons,
rodents and/or vermin" as defined in the Board of Health Nuisance Regulation.
Ms. Fahey reviewed photos with the Board that were taken at the initial site visit on August 12, 2019 that
showed large piles of miscellaneous materials that may constitute harborage for rodents or vermin on both
the right (driveway side) and left side of the backyard. Subsequent visits and photos taken on August 21, 2019
show that a considerable amount of materials were removed or contained on the right side of the backyard.
Ms. Fahey agreed with the Board that all piles should be removed as these serve as animal habitat.Additionally,
all personal property items that are located on or over the property line of 281 North Main Street on the left
side of the backyard should be removed immediately.
MOTION BY: Dr. Lawrence to have Ms. Fahey produce a letter to the property owner at 285A North Main
Street regarding nuisance material on his property

7:12 P.M. Update on 380 Chief Justice Cushing Highway
Ms. Fahey received a letter today from the property owner stating an updated septic plan will be submitted.
The Board would like monthly reports on any updates as originally agreed.
7:15 P.M. Public Health Nurse Report for August 2019
Communicable Disease Reports: 3 cases of Salmonella, 1 case Anaplasmosis, tick borne illness.
The Salmonella cases were unrelated. Ms. Goodwin was unable to contact one person because they were in
the hospital and the other 2 people had been traveling.
Community Outreach/Meetings:
Ms.Goodwin interviewed a potential social work candidate at Willcutt Commons.A social worker is to be hired
for 15 hours per work to work primarily with senior citizens and will be funded by the Social Service league for
4 years. A Home visit was made with the Cohasset Cares team. Safety and risk factors were identified. The
home requires many repairs. Final camp inspections performed at Cohasset Sports Complex and at Challenger
Sports Camp. Ms. Goodwin attended the Emergency Management quarterly meeting at Deer Hill School with
all other Town departments in attendance. Ms. Goodwin went to Charlestown to attend the annual Vaccine
Reimbursement update held at Commonwealth Medicine, Wass Med School.
