Chris Mulrey, Morse engineering reviewed the septic repair plan for 190 South Main Street. The property
currently has an existing 5 bedroom dwelling that is serviced by a single cesspool.There are wetlands in the rear
of the property. Mr. Mulrey is proposing to install a 1500 gallon tank, D-Box, 12 Presby pipes that are 30 feet
long and a bypass vent. It's not a sloped Presby,the system will be flat.The Presby was selected to allow for a 2
foot separation to groundwater. The system will be outside 100 foot buffer and no local upgrades are being
requested.
MOTION: Dr. Pollastri moved to approve the Septic System Design Plan for 190 South Main Street
dated July 22, 2019

Chris Mulrey, Morse Engineering, reviewed the Septic System Design Plan for 11 Hillside Drive. The property is
a 4 bedroom repair currently serviced by a 1000 gallon septic tank going into a leaching field. Morse Engineering
APPROVED
is proposing to put in a 1500 gallon tank, with low profile infiltrator leaching chambers to reduce mounding in
the front yard.There is a laundry pipe coming from the back of the house that will have to be connected. Morse
Engineering is requesting two Local Upgrades: a reduction between groundwater and the bottom of the SAS
and to allow a sieve analysis to be used as an alternative to a perc test.
MOTION: Lynn Doxey makes a motion to approve the local upgrade 310 CMR 15.405(h): to allow a
reduction from 4 feet (required) to 3 feet (proposed) between groundwater and the
bottom of the SAS

6:45 P.M. Public Health Agent Report for August 2019
Food:
Brian McLaughlin's beer garden will not be able to open until next summer. Brian Flynn pointed out that the
food prep area needs to be completely enclosed so he will have to wait until the basement of 12 Parking Way is
converted into a lounge with a commercial kitchen that will also be utilized to prep pizzas. Construction on the
basement lounge with begin in the fall.
Septic:
The Board responded to letters regarding 380 and 390 CJC.
Beaches and Pools:
After high bacterial concentrations from two rounds of sampling most likely influenced by severe rain events,
Sandy and Bassing beaches re-opened. Prior to this summer,testing results influenced by rain events were not
included in geomean calculations. That was amended this year and the two high results for Sandy (>700 and
>600 MPN/100 ml) kept the geomean high and the beachs closed until enough additional samples can be
collected to decrease the geomean (based on last 5 samples collected).Also, a call was received from someone
who contracted a rash after swimming in Sandy Beach water yesterday. Ms. Fahey confirmed that the water
was a reddish tea color today. Bacterial results will be received tomorrow (Wednesday)to determine if there is
an issue with water quality.
Mosquitos:
Portions of southeastern Massachusetts are at a critical risk level for Eastern Equine Encephalitis (EEE). Those
towns in critical and high risk areas are receiving aerial spraying which is conducted by Massachusetts
Department of Agricultural Resources(MDAR). Cohasset is located in a low risk area and is part of the Plymouth
county mosquito control project (PCMCP). PCMCP performs truck mounted spraying in all of Plymouth County
towns plus Cohasset from June through September.
APPROVED
In 2018, PCMCP treated 91 acres in Cohasset using truck mounted sprayers for adult mosquitos, 1203 catch
basins were treated in the summer to prevent West Nile, and 44 larval sites in swamps and marshes were
checked and treated with larvicides in the spring to treat mosquito larvae.
6:50 P.M. 380-400 CJC Highway Septic Update
The Board members reviewed a correspondence timeline and a letter to be sent to property owner. The Board
agreed due to the previous Disposal System Construction Permit being revoked a new septic design plan will be
required for approval before issuing a new permit to the property owner at 390 Chief Justice Cushing Highway.

Esq. dated August 14,2019

7:05 P.M. Public Health Nurse Report for July 2019
Community Outreach/ Meetings:
• Camp inspection performed at the Cohasset Sailing Club. Permit to operate a camp issued.
• A sun awareness event was held at Sandy Beach with the Children's Melanoma Prevention Foundation.
Worked with Dermatologist—Dr. Lara Butler educating the public on ways to stay safe in the sun.
• Camp inspection performed at the Cohasset Sports Complex Soccer Camp as well as the Challenger
Sports Soccer Camp.
• Met with various departments (police, IT, HR, Safe Harbor) to discuss one of the selectmen's goals for
2019/2020 which is- "Recognizing the public health crisis of addiction and substance abuse, the Town
will take concrete steps to create and support policies and practices that respond to these
issues." Discussion focused on what the Town currently has in place and what can be done to support
this goal.
• Met with Alexandra Helleberg from Sanofi Pasteur—informed me that flu vaccine will be delayed 4—6
weeks due to changes made to the vaccine so it will be a better match with flu strains that will be
circulating this winter.
