6:05 P.M. Meeting called to order
6:06 P.M. 215 Sohier Street Lot A& B New Construction Septic System Design Plan, Morse Engineering
In attendance for this hearing: James Garfield, Morse Engineering, abutters that were present Brian Levy, 15
Fairoaks Lane, Donald & Mary St. Sauveur, 9 Fairoaks Lane, Peter Rothe, 31 Fairoaks Lane, and Courtney Heald,
225 Sohier Street.

James Garfield, Morse Engineering, reviewed the plans for the Board. Lot A will be a new 5 bedroom single
family dwelling.The proposed gravity flow system will include a 1500 gallon septic tank, 7 outlet D-Box, and
7 rows of 10 infiltrator ARC 36 leaching chambers. Lot B is currently a 3 bedroom dwelling being serviced by a
cesspool in the rear of the dwelling.The cesspool will be pumped, crushed, and abandoned. Morse Engineering
is proposing a new septic system for a 5 bedroom system consisting of a 1500 gallon tank, a 1000 gallon pump
chamber, and 8 rows of 10 infiltration ARC 36 leaching chambers. Mr. Federico, Cohasset Field Engineer, was
unable to attend the meeting tonight but emailed the Board members to make sure the associated wetland are
included when it comes to measuring the 400 foot buffer to nitrogen sensitive areas. Mr. Garfield wasn't aware
of any comments made by Mr. Federico. Ms. Fahey reviewed a map on her computer to the Board and the
abutters showing James Brook, a nitrogen sensitive area, and the tributary's running into the property. Ms.
Fahey stated that both proposed septic systems for LOT A and LOT B would need to have innovative septic
systems to provide nitrogen removal to a maximum level of 20 mg/L total nitrogen, in the final effluent. The
Board agreed with Mr. Federico and Ms. Fahey that an innovative systems would be required and once the plans
for Lot A & lot B are revised including innovative systems and showing the nitrogen sensitive areas then Mr.
Garfield can attend the February meeting to review the revised plans.

6:16 P.M. Review Bodyworks Regulations
Ms. Fahey still needs to have the town lawyer review the Bodyworks Regulations for approval. The Board did
not have any comments or changes to the proposed regulations.
6:30 P.M. Approve Minutes from December 18,2018 Meeting

6:32 P.M. Approve the Warrant Members signed the warrant for 12/18/18 to 1/15/19
6:33P.M. Set Next Meeting Date Tuesday February 12, 2019 at 6:00 P.M.
6:35 P.M. Public Health Agent Report Public Health Report December 2018 (see attached) Ms. Fahey
reviewed items in her report.
• Food: Ms. Fahey spoke to John Wong, owner of Feng Shui about the ongoing violations. Ms. Fahey
told Mr. Wong he needs to hire a cleaning company to do a major cleaning. Ms. Fahey will do a re-
inspection in a few weeks and if there are still violations Feng Shui will have to come before the Board and
possibly be shut down.
• E-Permitting: Ms. Fahey and Ms. Davis continue to process food permits with the new e-permitting
system.
• 380 Chief Justice Cushing Highway Septic: Ms. Fahey received a phone call after returning from
Christmas break reporting that on Christmas Eve. the parking lot at Feng Shui was flooded from sewage
flowing out of the D- Box. Ms. Fahey went out January 11, 2019 to the parking lot of Cohasset Plaza when
she noticed some sewage trucks there. When Ms. Fahey arrived she saw Mr. Staszko, Property Owner of
Cohasset Plaza, and asked if he was having problems with his septic system and if it had overflowed
Christmas Eve. Mr.Staszko denied his system was having problems.This is the second time Ms. Fahey has
questioned Mr. Staszko in regards to the septic system at 380 CJC HWY. Previously on August 11, 2018
Ms. Fahey received a call from the Cohasset Police department regarding a potential health and safety
threat from an environmental release at 380 CJC Highway. The sewer cover over two D-Boxes were boiling
hot and fumes were being released. Ms. Fahey ordered Mr.Staszko to have a Title 5 inspection.The septic
system passed Title 5.
