HomeMy WebLinkAboutMinutes - BoS - 05/14/2019 Selectmen's Minutes May 14, 2019 Selectmen's Meeting Town Hall-Selectmen Office 41 Highland Avenue Cohasset, MA Selectmen Present: Diane Kennedy Kevin McCarthy Paul Schubert Keri Thompson Jack Creighton Others Present: Christopher Senior,Town Manager Chairman Kennedy called the meeting to order at 7:00 p.m. She welcomed the new members. Roll Call Vote:Kevin McCarthy-Present,Paul Schubert-Present,Diane Kennedy-Present,Keri Thompson-Present, Jack Creighton-Present. Pledge-Recited. Reorganization of Board-Motion by Diane Kennedy to nominate Kevin McCarthy as Chairman, Paul Schubert as Vice Chairman and herself as the Clerk. There were no other nominations. Roll Call Vote: Paul Schubert-Aye, Diane Kennedy-Aye, Keri Thompson-Aye,Jack Creighton-Aye. Kevin McCarthy abstained from the vote. Chairman McCarthy welcomed the new members. Public Comment-None. License/Events/Permits-Pre-Prom Red Carpet Event-John and Heather Dockray-26 Norfolk Road gave an overview of the event. This year's event will be on Thursday, May 23, 2019. They have the same procedures and setup as they have always done. They are requesting use of the Auditorium and the closure of Highland Avenue and William Long Road. If the weather is bad they will move event to the High School. Motion by Selectman Schubert to approve the Pre-Prom Red Carpet Event on 5/23/19 and the closure of Highland Avenue&William Long Road, seconded by Selectman Kennedy and the vote was unanimous(5-0). 3 Beach Minimum-Applicant John Donlan-48 Beach Plum Lane, Scituate reviewed the details for this year's event. The event starts in Hull and goes through Cohasset and Scituate and then ends back in Hull. This year they are going back to the original route now that the Cunningham Bridge project is complete. The expect the same number of runners. Motion by Selectman Schubert to approve the 3 Beach Minimum on 9/28/19 as presented,seconded by Selectman Creighton and the vote was unanimous(5-0). Transient Vendor Licenses-Mr. Senior stated there are three vendors that apply for annual licenses. The license allows vendor trucks to sell items at Sandy Beach, ball fields and neighborhoods. They are valid from Memorial Day to Labor Day. Susan Franklin-Del's Lemonade-142 Lamberts Lane stated she spoke with Jen Oram who indicated they may not be allowed to continue to go to Sandy Beach. Mr. Senior stated they will be allowed. The Sandy Beach Association has requested to sell food and not have vendor trucks but that has yet to be approved. Selectman Thompson stated there is a desire for other 1 Selectmen's Minutes May 14, 2019 food vendors to be allowed to come to Sandy Beach and she believes it should be an option. Motion by Selectman Schubert to approve the Transient Vendor Licenses for Zacks Ice Cream, Nona's Homemade, and Del's Lemonade from Memorial Day to Labor Day seconded by Selectman Thompson and the vote was unanimous (5-0). Committee Updates-Affordable Housing Trust-Chairman McCarthy stated there are seven positions available and they have received four applications. Mr. Senior explained the difference between the Affordable Housing Steering Committee and the Affordable Housing Trust. Applicants Tom Meade, Cindy Matheison and Rob Henry were Present. Selectman Schubert recused himself from the discussion. Rob Henry-40 Aaron River Road gave an overview of his background and experience. Tom Meade-711 Jerusalem Road stated he is new to town and is looking to get involved. He discussed his experience and what he can contribute to the Trust. Cindy Matheison-155 Sohier Street gave an overview of her experience. Motion by Selectman Kennedy to appoint Tom Meade to the Affordable Housing Trust Committee for a two-year term, seconded by Selectman Schubert and the vote was unanimous (5-0). Motion by Selectman Kennedy to appoint Rob Henry to the Affordable Housing Trust Committee for a two-year term, seconded by Selectman Schubert and the vote was unanimous(5-0). Motion by Selectman Creighton to appoint Steve Gaumer to the Affordable Housing Trust Committee for a two-year term, seconded by Selectman Schubert and the vote was unanimous (5-0). Motion by Selectman Kennedy to appoint Cindy Matheison to the Affordable Housing Trust Committee for a two-year term, seconded by Selectman Thompson and the vote was unanimous (5-0). Chairman McCarthy stated they need two more members from the public. He encouraged anyone interested to apply. The Board agreed to appoint the Selectmen's Representative at the next meeting on 5/28/19. Alternative Energy Committee-Chairman McCarthy stated the Board will wait until the next meeting to make appointments. Motion by Selectman Schubert to move the Conservation Commission appointment to the next item on the agenda, seconded by Selectman Kennedy and the vote was unanimous(5-0). Conservation Commission Appointment-Chairman of Con Com Jay Pimpare-713 Jerusalem Road stated they have an opening on the Commission due to the resignation of Jack Creighton. He is requesting they move Mary Anne Wetherald from Associate Member to Full Member to help meet the quorum requirements. Motion by Selectman Kennedy to appoint Mary Anne Wetherald to the Conservation Commission as a full member replacing Jack Creighton for the remainder of his term ending 6/30/19, seconded by Selectman Schubert and the vote was unanimous (5-0). 2 Selectmen's Minutes May 14, 2019 Harbor Committee-Update-Chairman of Harbor Committee Tim Davis gave a presentation which included the Goals &Objectives of the Committee, Access to the harbor, regulatory requirements, implementation actions and proposed working groups. Chairman Davis stated they are proposing working groups to enable them to meet without a quorum. The meetings would be posted and open to the public. The Harbor Plan is just about complete. They are planning a Harbor Plan celebration in June. Chairman McCarthy confirmed that the Board of Selectmen will be presented the draft plan and that the Board must approve before it is sent to the State for approval. Chairman McCarthy asked the Board to think about who would like to be a liaison to the Committee. Town Manager Update-New Member Onboarding-Mr. Senior explained the onboarding process. Each member has received a binder of materials pertaining to their roles. They will meet with town counsel individually. Mr. Senior stated this office will set up a tour of the town and facilities over the next couple of weeks, which will be very informative. They will be introduced to all staff. Training-Mr. Senior stated there are two training opportunities coming up next month. The DLS is hosting a Financial Forum for new Selectmen and the MMA is hosting a new Selectmen's Forum. FY20 Calendar-Mr. Senior reviewed the proposed draft calendar of meetings for the year. He asked the Board to review and be prepared to vote to approve at the next meeting. Mr.Senior advised the Board they have hired an interim Planner for the town. Eve Tapper will start this week; she has great experience and she will help in the recruiting process for the permanent position. This Saturday, May 18th the Master Plan will have a final public forum from 10 a.m.—12 p.m. at the Willcutt Commons. Selectmen Comments-Selectman Kennedy reminded the Board of the upcoming Board/Committee appointments that should be done in June. She suggested they send out a press release (as they have in the past)to the Mariner and an email to the Chairman of Boards/Committees reminding them everyone interested must fill out an application. Selectman Schubert reminded everyone about the Master Plan Public Forum on Saturday at 10 a.m. at Willcutt Commons. Selectman Thompson stated she is happy to be here and looking forward to serving. Chairman McCarthy stated the Town Elections were on Saturday and although there were no positions without candidates,the turnout was very low. He asked the Board to think about how to get more people involved and get voter participation up. Minutes-Motion by Selectman Kennedy to approve the minutes of 5/7/19,seconded by Selectman Schubert and the vote was 3-0-2. Selectmen Thompson&Creighton abstained from the vote. Motion by Selectman Schubert to adjourn, seconded by Selectman Kennedy and the vote was unanimous(5-0).
