HomeMy WebLinkAboutMinutes - BoS - 04/23/2019 Selectmen Minutes April 23, 2019 Selectmen's Meeting Town Hall-Selectmen's Office 41 Highland Avenue Cohasset, MA Selectmen Present: Diane Kennedy, Chairman Kevin McCarthy Paul Schubert Jack Keniley Absent: Steve Gaumer Others Present: Christopher Senior,Town Manager Chairman Kennedy called the meeting to order at 7:00 p.m. Roll Call Vote: Kevin McCarthy-Present, Paul Schubert-Present, Diane Kennedy-Present Pledge-Recited. Chairman Kennedy stated the Board will discuss a grant later tonight under Topics Not Reasonably Anticipated under 48 hours. The Town Manager was notified of this before the meeting tonight. Public Comment-None. License/Events/Permits-One Day Liquor License-First Parish Carriage House Nursery-Director of Carriage House Nursery School Lynn Fahie stated they are requesting a one-day liquor license for their Annual Spring Fundraiser on 5/17/19 from 7-10 p.m. They are expecting 80-90 people to attend. Motion by Selectman Keniley to approve the one-day liquor license for First Parish Carriage Nursery School their annual fundraiser on 5/17/19 from 7-10 p.m., seconded by Selectman Schubert and the vote was unanimous(4-0). - South Shore Arts Festival-Executive Director of the SSAC Patrice Maye gave the details of the 3-day festival. She reviewed the calendar of events. This year they are requesting a pathway of butterflies (vinyl adhesive) from the SSAC to the Town Common. They have secured parking at the South Shore Music Circus and Deer Hill School. They have a trolley service for the event as well and has spoken to the Police Chief. Motion by Selectman Schubert to approve the Arts Festival for June 13-16', seconded by Selectman Keniley and the vote is unanimous (4-0). Motion by Selectman Schubert to approve a one-day liquor license for the SSAC Festival on 6/13/19, seconded by Selectman Keniley and the vote was unanimous(4-0). Motion by Selectman Schubert to approve the entertainment license for the SSAC Festival from 6/13/19-6/16/19, seconded by Selectman Keniley and the vote was unanimous (4-0). Motion by Selectman Schubert to approve the use of the common for the SSAC Festival with the set up on Tuesday, 6/11/19 and breakdown on 6/17/19,seconded by Selectman Keniley and the vote was unanimous(4-0). Motion by Selectman Schubert to allow the placement of transient stickers on the sidewalk from the Town Common to the SSAC as approved by the Police and DPW, seconded by Keniley and the vote was unanimous (4-0). Public Hearing-Retail Package Wine& Malt License-Chairman Kennedy read aloud the public hearing notice. Applicant and owner of Anchor& Sail-Megan Fales reviewed the proposed floor plan and what is included. She is requesting a retail package Wine & Malt license for her store for take-out purposes. Selectman McCarthy asked how much of the space will be designated for alcohol. Ms. Fales stated there 1 Selectmen Minutes April 23, 2019 will be about 385 square feet or 15% of the space. She plans to be open 7 days a week from 9 a.m.—7 p.m. Chairman Kennedy opened the discussion for the public's input. Woody Chittick-98 South Main Street stated he lives within 300 feet of the property and is in favor of this. This proposal is something that is needed in the village. The owners of the property have the best interest of the residents. Maria Osborne-22 Spring Street stated she has a list of area folks that are in favor of this new venture. This is not a package store and they are very excited for the new opportunity. Motion by Selectman Schubert to approve the retail package Wine& Malt license for Anchor& Sail with the provision that the license not exceed 15%of square feet of the premises, seconded by Selectman Kenniley and the vote was unanimous (4-0). Minutes-Motion by Selectman Schubert to approve the minutes of 4/2/19 and 4/9/19, seconded by Selectman Keniley and the vote was 4-0 and 3-0-1. Selectman Keniley abstained from the vote of the 4/9/19 minutes since he was not present at the meeting. Investment Update-Treasurer/Collector Paula Linhares stated the last quarter was not great. Everything was down. Right now, there is no flexibility. The article at Annual Town Meeting may allow prudent investments if it is voted for. This would give more opportunities to the town. The Board had a brief discussion. Cedar Acres Betterment-Treasurer/Collector Paula Linhares advised the Board she needs a vote of the Board to certify that the bylaws have been followed for the betterment, that the Board received a petition from abutters who own at least fifty percent of linear footage and that the private way has been open to public use for two years. Motion by Selectman Schubert to approve the certification as presented, seconded by Selectman Keniley and the vote was unanimous (4-0). Mr. Senior explained the process the town went through to get to this point. The Cedar Acres residents are the first group from a private way to come forward with this request. The betterment will be paid over a ten-year period. The betterment runs with the parcel even if the parcel changes owners. Committee Update-PEB Committee-Chairman Tim Davis, Member Katie Dugan and Finance Director Don Piatt were present. Mr. Davis and Ms. Dugan gave a presentation to the Board which included the history of PEB, OPEB liability &trust fund, healthcare benefits, Norfolk County Pension and recommendations. The Board had a lengthy discussion. Motion by Selectman Keniley to approve the steps outlined in the presentation and direct the PEB Committee to continue to work, seconded by Selectman Schubert and the vote was unanimous (4-0). Alternative Energy Committee-Steve Girardi and Mary Jo Larson gave a background of the original charge for the AEC as a TROIKA appointment to deliver a report on alternative energy resources. They presented the Board with a draft proposal to reconstitute the committee as a Board of Selectmen committee appointment. Chairman Kennedy stated they review the proposed charge and make edits and bring back to vote on at the next meeting. Review& Discussion of Electric Billing Aggregation Article-Chairman Kennedy read aloud the proposed motion for the Article. Motion by Selectman Schubert to recommend Article#16 Electric Aggregation Billing to Annual Town Meeting, seconded by Selectman McCarthy and the vote was unanimous(4-0). Town Manager Update-Land Disposition & Memorial Policies-Update-Mr. Senior has met with everyone working on the Land Disposition policy. He will send along to the Board after ATM. He is still 2 Selectmen Minutes April 23, 2019 working on the Memorial Policy. Annual Town Meeting is on Monday, April 29t"at 7 p.m. There is a show on Cohasset 143TV on everything you need to know about Annual Town Meeting. There is also information on the town website including the Warrant, Capital Plans and Budget Book. There is information on every article, CPC applications and a FAQ on electrical aggregation. He encouraged everyone to look at it. Selectmen Update-Selectman Schubert stated Cohasset Education Foundation is hosting their annual fundraiser at the Cove on Friday night. Tickets can be purchased online and the event starts at 7 p.m. Chairman Kennedy stated the Town Hall project info is forthcoming over the next few weeks. If anyone is interested in joining the committee,they should send in an application. There is a joint meeting with the Selectmen,Advisory and Capital Budget to hear the bids for town hall roof and to discuss the sidewalk plow on Thursday @ 7 p.m. The bids are due by Thursday at noon. Selectman McCarthy asked that the info for the roof and sidewalk plow be distributed to the Board before ATM. Topics not reasonably anticipated 48 hours before the Meeting-Mr. Senior stated the State approved the Complete Streets policy right after it was submitted. The State approved the list of projects yesterday. Mr. Senior distributed the list of projects. They can now apply for grants. The deadline is May 1". Mr. Senior discussed the projects recommended by Brian Joyce totaling approximately $250,000 for the Town Common and sidewalks. Motion by Selectman Keniley to approve submission of grants as discussed for the Town Common, high school entrance and sidewalks and if possible the crosswalk at the Paul Pratt Library at the discretion of the town manager, seconded by Selectman Schubert and the vote was unanimous(4-0). Motion by Selectman Keniley to adjourn, seconded by Selectman Schubert and the vote was unanimous(5-0).
