HomeMy WebLinkAboutMinutes - BoS - 03/12/2019 Selectmen Minutes March 12, 2019 Selectmen's Meeting Town Hall-Selectmen Office 41 Highland Avenue Cohasset, MA Selectmen Present: Diane Kennedy, Chairman Kevin McCarthy Steve Gaumer Paul Schubert Jack Keniley Others Present: Christopher Senior,Town Manager Chairman Kennedy called the meeting to order at 7:02 p.m.and asked for a Roll Call Vote;Steve Gaumer-Present, Diane Kennedy-Present,Jack Keniley-Present, Paul Schubert-Present, Kevin McCarthy-Present. Public Comment-None. Introduction to New Staff-Director of Elder Affairs-Nancy LaFauce was introduced to the Board. She gave an overview of her background to the Board. Firefighter Anthony Delrose was introduced to the Board. The Board welcomed the new employees. Boards/Committee Update-250"Anniversary Update-Joy Pratt Schiffmann and members of the 250t1 Anniversary Committee gave an update to the Board. They explained this is a yearlong cultural event. They discussed the community outreach efforts,January kick-off, a Town Founding Play, Heritage Trial House Tour, Beechwood Neighborhood celebration,Sandy Beach events,Wellness events, a parade, event on the town common, harbor events, Firemen's Muster and many other events. They discussed the budget they are working on and the timeline. The Board had a brief discussion. Interview/Appointment-Town Hall Building Committee-Motion by Selectman Schubert to appoint Gerhard Lubitz and Nancy Roth to the Town Hall Building Committee,seconded by Selectman McCarthy and the vote was unanimous(5-0). Interview/Appointment-Cohasset Common Historic District Commission-Motion by Selectman Schubert to appoint Alex Vanderweil to the Cohasset Common Historic District,seconded by Selectman McCarthy and the vote was unanimous(5-0). Warrant Update&Review-Discussion-Advisory Committee and School Committee members were present. The Board reviewed the School Budget,Sewer Budget and Water Budget. Placement of Articles on Warrant&Vote Article Recommendations-Motion by Selectman Schubert to put the article for the Relocation of James Brook at Rear 45 South Main Street on the warrant for ATM,subject to amendment in language by town counsel,seconded by Selectman Keniley and the vote was unanimous(5-0). Motion by Selectman Schubert to put Article#14 Update to Animal Control Fines to Comply with State Law,with all the addendums,on the Warrant for ATM,seconded by Selectman Gaumer and the vote was unanimous(5-0). Selectmen Minutes March 12, 2019 Motion by Selectman Schubert to put Article#15 Increased Threshold for Personal Property Taxation on the Warrant for ATM,seconded by Selectman Keniley and the vote was unanimous(5-0). Motion by Selectman Schubert to put Article#2 through#12 on the Warrant for ATM,seconded by Selectman Keniley and the vote was unanimous(5-0). Motion by Selectman Schubert to put the Electrical Aggregation Article on the Warrant for ATM, seconded Selectman Keniley and the vote was 3-2. Selectmen Keniley and Gaumer voted against. Motion by Selectman Keniley to put the Article to Rescind Voluntary Check-off for Elderly Tax Abatement on the Warrant for ATM,seconded by Selectman Schubert and the vote was unanimous (5-0). Motion by Selectman Schubert to recommend Article#8 Departmental Revolving Funds to ATM, seconded by Selectman Keniley and the vote was unanimous(5-0). Motion by Selectman McCarthy to recommend Article#10 Massachusetts General Laws Chapter 91 Liability to ATM,seconded by Selectman Schubert and the vote was unanimous(5-0). Motion by Selectman Schubert to recommend Article#11 Additional Real Estate Exemptions to ATM, seconded by Selectman Keniley and the vote was unanimous(5-0). Motion by Selectman Gaumer to recommend Article#13 Home Rule Petition for Legislation to Adopt Prudent Investor Rule to ATM,seconded by Selectman McCarthy and the vote was unanimous(5-0). Town Manager Update-Aquarion Acquisition-Update-Mr.Senior advised the Board the Town of Hingham will be voting at it's ATM to acquire the Hingham water system from Aquarion Water Company on April 22, 2019. Mr.Senior read aloud letters from the town to the Attorney General and the Commissioner of MA Department of Environmental Protection. By acquiring the water company,the town will high quality water service and reinvest in critical capital improvements. The Town Administrator and representatives from Hingham will be at the 4/9/19 meeting to update Cohasset. Minutes-Motion by Selectman Gaumer to approve the minutes from 2/19/19,seconded by Selectman Keniley and the vote was unanimous(5-0). Motion by Selectman Keniley to adjourn,seconded by Selectman Gaumer and the vote is unanimous (5-0).
