HomeMy WebLinkAboutMinutes - BoS - 12/18/2018 Selectmen Minutes December 18, 2018 Selectmen's Meeting Town Hall-Selectmen's Office 41 Highland Avenue Cohasset, MA Selectmen Present: Diane Kennedy, Chairman Kevin McCarthy Paul Schubert Jack Keniley Steve Gaumer Others Present: Christopher Senior,Town Manager Chairman Kennedy called the meeting to order at 7:00 p.m. Roll Call Vote: Kevin McCarthy-Present, Paul Schubert-Present, Diane Kennedy-Present,Jack Keniley-Present, Steve Gaumer-Present. Public Comment-None. Change of Manager-Red Lion Inn-Proposed Manager-Michael Carlyle-29 Church Street, Alex Marconi-44 Chandler Mill Drive, Duxbury were present. Mr. Marconi gave an overview of where they are with the new businesses. They have been doing great and are hoping to have a long successful business. Chairman Kennedy stated the background check for Michael Carlyle came back good. There were no concerns or issues with the applicant. Selectman Gaumer congratulated the Cohasset Hospitality Partners on a successful opening and wished them well. Selectman Schubert reminded the applicant that he should be aware of the Cohasset liquor regulations and laws. He also reminded him to notify the Board of Selectman about any management changes and to notify the Police if any employee is on premises after hours. Selectman Keniley asked what the plans are for the Cohasset Harbor Inn and Atlantica. Mr. Marconi stated the Cove (formally Brisa) opened 10 days ago. It has a family menu with a great price point. The goal is to re-open Atlantica in the Spring of 2019. The roof is in very rough shape with many leaks. The HVAC needs to be updated as well. They plan to repair both. Motion by Selectman Schubert to approve the change of manager for the Red Lion Inn to Michael Carlyle as submitted,seconded by Selectman Keniley and the vote was unanimous(5-0). Motion by Selectman Gaumer to move the Red Lion Inn extension of hours next on the agenda, seconded by Selectman Schubert and the vote was unanimous (5-0). Request for Extension of hours-12/31/18-Red Lion Inn-Mr. Carlyle stated they have a wedding in the barn and are looking to extend the hours until 2 a.m. on New Year's Eve. Selectman Gaumer stated that there have been noise complaints at night in the past and asked that they please be aware of it. Motion by Selectman Schubert to approve the extension of hours for the Red Lion Inn until 2 a.m. on 12/31/18,seconded by Selectman Keniley and the vote was unanimous (5-0). Annual License Renewals-All Alcohol, Common Victualler, State & Local Entertainment-Motion by Selectman Schubert to approve the renewal of All Alcohol (On Premises) License for Cohasset Sarro, Inc. d/b/a Red Lion Inn and Cohasset Harbor Inn, LLC d/b/a Cohasset Harbor Inn, seconded by Selectman Keniley and the vote was unanimous (5-0). 1 Selectmen Minutes December 18, 2018 Motion by Selectman Schubert to approve the renewal of the Innholder All Alcohol (On Premises) license for Cohasset Sarro, Inc. d/b/a Red Lion Inn and Cohasset Harbor Inn, LLC d/b/a Cohasset Harbor Inn, seconded by Selectman Gaumer and the vote was unanimous(5-0). Motion by Selectman Schubert to approve the renewal of the following Common Victuallar's licenses; A&S Restaurants LLC d/b/a Atlantica, Cohasset Pub Corp. d/b/a Mr. Dooley's Old Village Pub, H & I Donuts, LLC Dunkin' Donuts, French Memories,A's Dairy Hut, Olympus Grille and Made in MA, seconded by Selectman Keniley and the vote was unanimous (5-0). Motion by Selectman Schubert to approve the renewal of Innholder Common Victuallar license for Cohasset Sarro, Inc. d/b/a Red Lion Inn and Cohasset Harbor Inn, LLC d/b/a Cohasset Harbor Inn, seconded by Selectman Gaumer and the vote was unanimous (5-0). Motion by Selectman Schubert to approve the renewal of the following Local Entertainment Licenses; A&S Restaurants, LLC d/b/a Atlantica,Cohasset Pub Corp. d/b/a Mr. Dooley's Old Village Pub, Cohasset Harbor Inn, LLC d/b/a Cohasset Harbor Inn and Cohasset Sarro, Inc. d/b/a Red Lion Inn, seconded by Selectman Keniley and the vote was unanimous (5-0). Motion by Selectman Schubert to approve the renewal of the following State Entertainment Licenses; A&S Restaurants, LLC d/b/a Atlantica, Cohasset Pub Corp. d/b/a Mr. Dooley's Old Village Pub,South Shore Playhouse Associates d/b/a South Shore Music Circus, Cohasset Sarro, Inc. d/b/a Red Lion Inn, George H. Mealy Post#118-The American Legion, RBLB, Inc. d/b/a Lenny's Hideaway and Cohasset Gold Club,seconded by Selectman Gaumer and the vote was unanimous (5-0). Motion by Selectman Schubert to not approve the renewal of the Wine and Malt (On Premises) license for 3A Pizza &Grille d/b/a 3A Pizza &Grille,seconded by Selectman Keniley and the vote was unanimous (5-0). Investment Report Update-Mr. Senior advised the Board Paula Linhares is out sick. He asked that they put the update on another agenda. Motion by Selectman Schubert to move the approval of minutes to the next item on the agenda, seconded by Selectman Keniley and the vote was unanimous (5-0). Minutes-12/10/18-Motion by Selectman Schubert to approve the minutes of 12/10/18, seconded by Selectman Keniley and the vote was unanimous(5-0). Town Manager Update-Mr. Senior stated they have successfully hired a new HR Director. Miriam Johnson is currently the HR Director for the Town of Dedham and will be starting in Cohasset on January 14t". They had a great pool of candidates. He will bring her to the meeting 1/22/19 to meet the Board. They are very close on hiring the new Library Director. The process has been going smoothly. The staff and library trustees are working together. Once Miriam Johnson is on board they will start the CEA Director hiring process. Discussions are ongoing with the regionalization of sewer with Hull &Scituate. They will have bigger conversations. They plan to have more public meetings with all three towns. There are real opportunities to consider. Mr. Senior stated that Woodard & Curran will be taking over with the operating contract for Sewer. They are also in the process of hiring staff for payroll & benefits position and a facilities position. Mr. Senior said town hall will be closed on 12/24 and 12/25 for 2 Selectmen Minutes December 18, 2018 Christmas. Town Hall will be open regular hours on 12/31. The RTF will be closed Christmas and Year Years Day. Selectmen Update-Selectman Keniley said the Harbor Committee met last night. It was a great meeting and they saw draft maps of the harbor with 80% assessment of issues and wants. They went through a facilitation of priority issues for the harbor. They should have the draft plan in about 8 weeks, it will be reviewed and sent to the State for approval. It is a good time to get involved. All information is on the town website. Selectman Keniley stated Mr. Senior has reached out to Scituate and the waterways commission to start conversations. Selectman Schubert stated Safe Harbor had a great meeting on Thursday. It was an informative presentation. Selectman McCarthy stated the presentation was great. He said they have lost over 26 victims in the past 5 years in Cohasset to overdose. They need to realize how bad the issue is and come together as a community and get involved. Chairman Kennedy wish everyone a Merry Christmas and Happy New Year. Discussion of Affordable Housing Trust-Chairman Kennedy stated the Affordable Housing Steering Committee gave the Board an update in September. Town Planner-Pete Matchak stated Cohasset adopted the Affordable Housing Trust at the Annual Town Meeting in 2008. There are currently no members. He gave an overview of the Trust and how it works. They have Alexis Smith from MAPC currently working on the housing production plan. They set up a table this past summer at the Farmer's Market to get interest. Mr. Matchak discussed the process for determining the production plan. All expenditures and approvals to spend for the Trust are overseen by the Board of Selectmen. The Board had a brief discussion about the makeup of the Trust. Chairman Kennedy stated anyone interested in the Housing Trust should apply by 1/15/19. The Board agreed to put the appointments on the 1/22/19 agenda. Town Hall Proiect-Review Goals-Chairman Kennedy reviewed the Board's five goals for Town Hall. Motion by Selectman Schubert to reaffirm the Board's objective that the town hall should be a safe, functional,flexible and accessible space which will meet the needs of Cohasset's committee structure and administrative staff for the next several decades,seconded by Selectman Keniley and the vote was unanimous (5-0). Motion by Selectman Schubert to reaffirm the Board's objective that town hall should remain on the town common at 41 Highland Avenue, seconded by Selectman Keniley and the vote was unanimous (5-0). Motion by Selectman Gaumer to reaffirm the Board's objective that the town values the 1857 historic structure and its auditorium space and seeks to restore and preserve it for future generations as a center of civic,cultural and community activities,seconded by Selectman Schubert and the vote was unanimous (5-0). Motion by Selectman Schubert to reaffirm the Board's objective that the Town seeks community partners in the restoration of the 1857 historic structure and utilization of the historic auditorium, including financial assistance from private foundations and citizens, seconded by Selectman Gaumer and the vote was unanimous (5-0). Motion by Selectman Schubert to reaffirm the Board's objective that the budget for town hall will be reasonable, prudent and consistent with the 10-year capital plan, seconded by Selectman Keniley. 3 Selectmen Minutes December 18, 2018 Selectman Gaumer stated the Board's idea of reasonable and prudent may be different from the towns. Selectman Schubert withdrew his motion. The Board had a brief discussion. Motion by Selectman Gaumer that the budget for town hall be reasonable, prudent and consistent within the 10-year capital plan and be governed by the town's ability to fund such construction with a net neutral tax impact on the residents of the town, seconded by Selectman Keniley and the vote was unanimous (5- 0). Mr. Senior added that there has been an ongoing conversation to find an environmental and economical way to heat and cool the building. There is a group at UMass Amherst that would do an assessment of the buildings as a class project. Brian Host confirmed they are willing to do the project for free. It would take a semester. He asked if the Board is interested. After a brief discussion, the Board agreed that it was a good idea and Mr. Senior should move forward. Chairman Kennedy stated they are looking for a couple of new members for the town hall building committee. Fran Collins-404 South Main Street stated the geo thermal is a great idea but there is an up-front cost. They should find out what it is, but it will save a lot of money over time. Rich Fitzpatrick-2 Hammond Avenue said the idea of net neutral impact on residents is great. The 1st priority of the town should be to make sure they get the best balance of service and cost. They shouldn't set an artificial ceiling. The town will benefit from a good building. The town should maintain ownership of the building. If a private group took over the building and couldn't maintain their obligations it would be a nightmare. Motion by Selectman Schubert to go into Executive Session Exemption#3-To discuss strategy with respect to collective bargaining or litigation if an open meeting may have a detrimental effect on the bargaining or litigating position of the public body and the chair so declares. The Board will discuss contracts. The Board will come out of executive session and into public session for a vote on the contract. The motion was seconded by Selectman Gaumer. Roll Call Vote-Steve Gaumer-Aye,Jack Keniley-Aye, Diane Kennedy-Aye, Paul Schubert-Aye, Kevin McCarthy-Aye. The Board went into Executive Session at 9:39 p.m. The Board came out of Executive Session at 9:55 p.m. Union Contract Approval- Motion by Selectman Keniley to approve the MOU for the SEIU Library Union contract,seconded by Selectman McCarthy and the vote was unanimous(5-0). Motion by Selectman Schubert to approve the AFSCME contract for DPW, seconded by Selectman Keniley and the vote was unanimous(5-0). Motion by Selectman Gaumer to adjourn,seconded by Selectman Keniley and the vote was unanimous (5-0).
