HomeMy WebLinkAboutMinutes - BoS - 12/11/2018 Selectmen Minutes December 11, 2018 Selectmen's Meeting Town Hall-Selectmen's Office 41 Highland Avenue Cohasset, MA Selectmen Present: Diane Kennedy, Chairman Kevin McCarthy Paul Schubert Jack Keniley Steve Gaumer Others Present: Christopher Senior,Town Manager Chairman Kennedy called the meeting to order at 6:03 p.m. Roll Call Vote: Kevin McCarthy-Present, Paul Schubert-Present, Diane Kennedy-Present,Jack Keniley-Present, Steve Gaumer-Present. Public Comment-None. Motion by Selectman Schubert to go into Executive Session Exemption#3-To discuss strategy with respect to collective bargaining or litigation if an open meeting may have a detrimental effect on the bargaining or litigating position of the public body and the Chair so declares. The Board will discuss a worker's compensation settlement. The motion was seconded by Selectman Keniley. Roll Call Vote; Kevin McCarthy-Aye, Paul Schubert-Aye, Diane Kennedy-Aye,Jack Keniley-Aye,Steve Gaumer-Aye. The Board came out of Executive Session at 6:33 p.m. Motion by Selectman Schubert to move the Annual Licenses to the top of the agenda, seconded by Selectman Gaumer and the vote was unanimous(5-0). Annual License Renewals-Motion by Selectman Schubert to approve the renewal of the following All Alcohol (On premises) Licenses; Celtic Bistro Corporation d/b/a Bia Bistro,The Corner Stop Eatery d/b/a The Corner Stop,V&AA Incorporated d/b/a Ava Cucina,White Crane Incorporated d/b/a Feng Shui Restaurant, RBLB, Inc. d/b/a Lenny's Hideaway, Nguyen's Kitchen 1, LLC d/b/a Nguyen's Kitchen, seconded by Selectman Gaumer and the vote was unanimous (5-0). Motion by Selectman Schubert to approve the renewal of the following Wine& Malt (On Premises) Licenses; Cohasset Pizza Company, Inc. d/b/a Victoria's, Simply Smith's Catering and Event d/b/a Simply Smiths at One Pleasant, South Shore Playhouse Associates d/b/a South Shore Music Circus, 5 South Main, Inc. d/b/a 5 South Main, seconded by Selectman Gaumer and the vote was unanimous (5-0). Motion by Selectman Schubert to approve the renewal of the following Club All Alcohol (On Premises) licenses; George H. Mealy Post#118—The American Legion, Cohasset Golf Club, seconded by Selectman Gaumer and the vote was unanimous(5-0). Motion by Selectman Schubert to approve the renewal of the following Class I and Class II (Car Sales, New and Used Vehicles) Licenses; W. N. Motors, Inc. d/b/a Coastal Nissan (742 CJCH) Cohasset Imports (508 CJCH), seconded by Selectman Gaumer and the vote was unanimous (5-0). Motion by Selectman Schubert to approve the renewal of the following Class II (Car Sales, Used Vehicles) Licenses; CBK Auto,Jeffrey Pinkus, 547 Beechwood Street,Aristocrat Auto and Truck Sales, Joseph Rosano, 105 Ripley Road,John's Car Care,John Kubik Owner, Elhage Auto Group, LLC, seconded by Selectman Keniley and the vote was unanimous (5-0). Extension of Operating Hours for package stores-Sunday, December 23, 2018 until 9 p.m.-Motion by Selectman Gaumer to approve the extension of operating hours for All Alcohol Retail Package Stores on Sunday, December 23, 2018 until 9 p.m., seconded by Selectman Schubert and the vote was unanimous (5-0). Motion by Selectman Gaumer to approve the extension of operating hours for Wine& Malt Retail Package Stores on Sunday, December 23, 2018 until 9 p.m., seconded by Selectman McCarthy and the vote was unanimous(5-0). Town Manager Update-Mr. Senior advised the Board the 2019 Annual MIIA Meeting is January 181h & 19th in Boston. The MIIA lunch is Saturday,January 19th and they need to appoint a delegate. Motion by Selectman Gaumer to appoint Chris Senior as the delegate, seconded by Selectman Keniley and the vote was unanimous(5-0). Mr. Senior advised the Board the Town is being recognized as A Top 5 Member in the MMA/MIIA Annual Report. They came in the other day and took pictures. Mr. Senior stated the last three weeks have been very successful in town with the Holiday Stroll and other events. It has been great for local 2 Selectmen Minutes December 11, 2018 businesses. He thanked all the citizens that participated in Special Town Meeting last night. It was a very productive and smooth meeting. He stated the budget process is moving along. Selectmen Update-Selectman McCarthy asked that the Chairman put a discussion on a future agenda for Affordable Housing. He has been asked by residents about forming a trust. The Board had a brief discussion and asked Mr. Senior to find out from the Town Clerk if there are trustees on the Affordable Housing Trust. Selectman McCarthy advised the Board the ad-hoc committee has met and made a list of concrete suggestions regarding power issues in town. Mr. Senior drafted &sent a letter to National Grid asking for a meeting with them to address. They expect to hear back shortly. Selectman Schubert stated the Holiday Stroll was well attended and a great event. He thanked the local merchants and the Chamber of Commerce. Selectman Schubert advised everyone that Safe Harbor is hosting an Opioid Presentation-Current State-The Opioid Epidemic on the South Shore on Thursday, December 13th at 7 p.m. at the Auditorium at Town Hall. Motion by Selectman Schubert to move the minutes to the next agenda item,seconded by Selectman Keniley and the vote was unanimous(5-0). Minutes-Motion by Selectman Schubert to approve the minutes of 11/13/18,seconded by Selectman Keniley and the vote was unanimous(5-0). The Board recessed for 10 minutes until 7:30 p.m. Public Input-Old Town Hall Administrative& Programmatic Use Possibilities-Chairman Kennedy advised the Board the purpose of tonight's discussion is to hear the public's input on the Old Town Hall uses and the Board will take the information and discuss again next week. Wayne Sawchuk-432 Beechwood Street stated he lived in Cohasset for his entire life. He believes there is value in the civic and cultural use and the best use for Old Town Hall is for the arts community to lease or buy the first floor. After that the Town should move the offices out of the second floor. The group that takes over can use the 2nd floor as office space, rehearsal, classes or meeting space. The Town should set up a working group to see what can be done with the building. Fundraising could be done by the individual non-profit groups for renovations and the Town could contribute as well. Rich Fitzpatrick-2 Hammond Avenue and a member of Advisory Committee stated he and Chairman John Chapman discussed the use of the building and wrote up a summary of their discussion. The first option; Use of Building for Municipal Purposes was supported by two members. Three members were opposed to even considering. The second option; Use the Building for Both Municipal Purposes as well as Civic and Cultural use (in the auditorium)was supported for five members. Two of the members want to see more extensive municipal use and a less expensive renovation option. The third option; Use of the Building for Civic and Cultural Uses Only was not supported by members. They felt the plan was voted down at the ballot for the funding source. The voters rejected it. Selectman Schubert asked if the third option was discussed if it was at a lower cost. Mr. Fitzpatrick said they did not consider it. Selectman Gaumer suggested another cost consideration could be if they didn't have to follow the historic renovation guidelines. Chairman Kennedy responded that they would have an issue with the Cohasset Common Historic District Commission. 3 Selectmen Minutes December 11, 2018 Selectman McCarthy stated the theme that he is getting is that Advisory would be on board if cost/needs are looked at again. Mr. Fitzpatrick replied "Yes,there needs to be a balance". He further stated that his opinion is that the Town should not give up control of the historic property. It is a critical part of the town's character and the cornerstone of the town. Glenn Pratt-482 King Street stated using the Old Town Hall as a Cultural Building is the way to go. They shouldn't worry about when the offices move out and where the money could come from. The concern should be whether this proposal has enough merit to form a committee and vet the idea. They need to get a group to look at this now. It could take up to 5 years to get to completion. The non-profit should be responsible for everything. The non-profits in this town can make anything happen. He stated the Town should not sell the property. He added that they shouldn't rush to put something together in time for Annual Town Meeting. A committee should be formed and start looking at the project. Selectman Gaumer agreed that it cannot be done quickly however,there are issues with the building that need to be addressed now. They need to stabilize what is presently here. Mr. Pratt added that one of the most complicated things that nonprofits have done in this town was the Senior Center and it was worth it. Fran Collins-404 South Main stated there was a discussion at ATM about bringing the building up to date and gut the 2"1 floor and keep it open until they decided what to do with it and if it should be taken over by a 504C. It was discussed at length. There are a lot of uses that could happen there and produce revenue. The Town should hold on to ownership of the property. They need to have enough space to accommodate the offices and meeting space. President of Cohasset Dramatic Club Lisa Pratt-51 Highland Avenue stated they are the caretakers of the space. They believe the space has a lot of opportunity. Her opinion is that the Town should continue to own and manage the space and not hand over to a non-profit. Ralph Dormitzer-111 Atlantic Avenue state obviously the roof and sheathing must be done. If they choose to have a non-profit take over they should be vetted. They must do the basics to the building now. Capital Budget Member-Susan Franklin-142 Lamberts Lane stated at the beginning she was pushing for a non-profit, but it became too expensive. She supports restoring the building and the town take use of some of the building. It should be done all at once not in pieces. There needs to have a solid well thought out plan. Selectman Gaumer summarized what he heard. He understands that there is a consistent tremendous support for civic and cultural use. There is additional feedback that resists transferring ownership of the building. The third piece is the subject of costs. We need to figure out the highest and best use for the building. In his opinion,the point of discussion at this junction is to find out what is important to the community and to help define objectives coherently. They still must repair the building now before there are bigger issues. Expediency is necessary for some of the crucial repairs. Ms. Franklin stated she wanted to clarify that she believes the town should repair the building and not have the non-profits fix the building. Brian Host-29 Heather Drive stated the highest and best use is a great idea but must have a thoughtfully and programming plan. 4 Selectmen Minutes December 11, 2018 Motion by Selectman Gaumer to adjourn, seconded by Selectman Schubert and the vote was unanimous (5-0).
